Support advocacy for public investment in early 1 childhood • Need for advocacy a very consistent theme funding for early childhood. But it starts with • Comments and examples spanned advocacy spectrum - Increasing awareness/educating (general access public and national philanthropic funds public, parents, policy-makers) only to legislators, but to the business sector - Funding research to support advocacy and the general public about the importance and impact of quality early education. We need efforts - Elevating San Diego in broader P-3 world - Addressing systemic issues for things like State Preschool eligibility - requirements that require San Diego to work e.g. State Preschool out-of-date eligibility with other parts of the state to advocate for requirements, reimbursement rates, compensation - Advocating for more public dollars to support P-3 work | 6
2 • Promoting fair compensation of early childhood educators had lowest rating in San Diego region survey for both quality (2.17 out of 5) and reach (2.11 out of 5) • Potential ways to invest: research and advocacy; development/capacity of coaching and development programs for educators; support for technical assistance providers • Several respondents mentioned that increased requirements and pay for early childhood educators would elevate the importance of ECE • Also an opportunity to increase the availability of on-the-job coaching and development of P-3 educators - Including early education training for all TK-3 rd grade teachers | 7
Help quality providers expand 3 • Two opportunities mentioned to increase access to quality programs in the San Diego region: - Capital investments to improve or expand sites - Capacity building funding so promising and evidence-based programs can scale (e.g. one-time infrastructure investments, evaluation) and other capital investments that would expand and improve the environments supporting - | 8
Make strategic investments in quality 4 • Quality efforts in public systems of early care and education are considered strong - Quality Preschool Initiative (QPI), funded by First 5 San Diego consistently cited as a bright spot • Quality in home-based settings rated very low in the survey - Quality licensed family child care homes (2.55 out of 5) - Quality family, friend and neighbor care (2.30 out of 5) • Consistent quality standards and support for care givers cited as opportunities, particularly in unlicensed settings technology in classrooms and the hands of teaching staff for • Capital investments in facilities, technology, materials, etc. can also improve quality in early -dated childhood settings and do not meet current | 9
