SOI C ONSIDE RATIONS • Sphere of Influence reviewed and updated by LAFCO every five years (next update 2014/15) • Municipal Service Review: can public services be provided over next 20 years? • In absence of General Plan identified areas for growth, SOI identifies potential growth areas based on other policy documents/discussions • Sites included in 2008 SOI update were being evaluated at the time for potential development (Housing Element Steering Committee): NW quadrant, Covell Village, Under Mace curve, Nishi • 2008 SOI pre-dates Innovation Park Task Force efforts and 5 conservation easement on Leland Ranch

ME ASURE R AL TE RNATIVE S • Shift the Measure R vote requirement to the beginning of the process • Present “pre-applications” to the voters prior to entitlement processing • Process only a General Plan Amendment for land use designation change for voter approval • Benefits/Drawbacks to each approach as outlined in staff report • Other Options: • Citizen Initiative • Advisory Measure 8

N E XT S TE PS & T IMING • City Council discussion and direction • Ballot measure timeline considerations: • November 2014 ballot measure requires final City Council action by July 15, 2014 • Special E lection: Can be held on the established election dates in each year as follows: • (a) April in even-numbered years • (b) March in odd-numbered years • (c) June or November in each year • Mail Ballot E lections: Could be held at any time as long as a 9 “traditional” election not being held at the same time.
