What is DERA?  Authorized in 2005 - U.S. Energy Policy Act  Congress appropriates funding (annually) for diesel emission reduction projects  Funding used to retrofit or replace older/higher emitting diesel engines  Funding is broken into multiple pools – majority goes to state allocated programs  dnr.mo.gov/env/apcp/dera.htm 14
