Grants the free exercises of 1st,2nd,3rd,4th and 5th freedom traffic to Eligible Airlines; Liberalizes tariffs; Allows unrestrictive frequency and capacity; Allows designation of Eligible African airline by multinationals ; Ensures fair competition , consumer protection, etc.

26 States party to the Solemn Commitment to SAATM Benin, Burkina Faso , Botswana, Capo Verde, Central African Republic, Republic of Congo , Côte d’Ivoire, Chad , Egypt, Ethiopia, Gabon, Gambia, Ghana, Guinea Conakry , Kenya, Liberia , Mali, Mozambique , Niger, Nigeria, Rwanda, Sierra Leone , South Africa, Swaziland, Togo and Zimbabwe .
Outcomes of the 4th Ministerial Working Group meeting, Lomé, Togo-28th of May 2018 Fourteen Member States of the SAATM signed Memorandum of Implementation(MoI) :- Benin, Capo Verde, Central African Republic, Congo, Côte d’Ivoire , Ethiopia, Ghana, Guinea, Liberia, Mali, Niger, Rwanda, Sierra Leone and Togo. The MoI will serve as a multilateral instrument that ensures all provisions of BASAs are compatible with the YD among States party to SAATM thus any restrictions removed in line with the YD provisions. . 1.
Outcomes of the 4th Ministerial Working Group meeting, Lomé, Togo Cont’d Twelve countries also undertook bilateral consultations on harmonization of their respective Bilateral Air Services Agreements (BASAs) aimed to remove all restrictions that are incompatible with the YD . Central African Republic, Congo, Côte d’Ivoire, Ethiopia, Ghana, Guinea, Liberia, Mali, Niger, Rwanda, Sierra Leone and Togo. Cabo Verde and Burkina Faso reported that they already have YD compliant BASAs with all the States that attended the meeting.

CONCLUSION More States are showing interest to join SAATM (11-26 ) All legal Instruments of the YD are endorsed by the AU summit and ready for publication AUC established a joint Action plan to SAATM involving all Partners;
AFCAC utilizes all avenues to encourage more States join SAATM and sign the MoI; MoC with RECs are being signed concluded already with EAC and COMESA Awareness and Capacity building programs on Regulatory Instruments are to be launched soon with RECs YD day celebration on 14 November
