  1. Department of Housing Head Leasing Initiative Request for Proposals Briefing

  2. The Northern Territory Government and the Department of Housing are committed to increasing the availability of social (public and community) housing in the Northern Territory. This Head Leasing Initiative has been designed to promote delivery of new social (public and community) rental dwellings by offering long term head leases by the Department to dwelling owners. The leased dwellings will then be subleased to tenants that qualify for social housing.

  3. The Department is seeking proposals to deliver additional social (public and community) rental dwellings in all regional centres across the Northern Territory through long term head leases of: • Completed new dwellings; • Dwellings currently under construction; and/or • Dwellings that are not currently under construction but which have all necessary development approvals in place, or will have, to commence construction and which construction is proposed to be commenced within 12 months.

  4. The Opportunity (continued) The Department is seeking dwellings that are: • Affordable • Durable • Low maintenance and hard wearing • Accessible both externally and internally for people with reduced mobility The Department will head lease the new dwellings from the successful proponents for a term of six (6) years from when they are available for occupancy with an option to extend for a further three (3) years after that.

  5. Tenancy and Property Management Tenancy and property maintenance services will be the responsibility of the Department during the term of the head lease. Owners will have certainty that the dwelling will be returned at the end of the head lease in good order, taking into account fair wear and tear. Dwelling owners will be required to pay a management fee of 16% of the rental amount to the Department to cover the tenancy management and property maintenance services.

  6. Project Objectives The key objective of the Head-Leasing Initiative is to increase the number of dwellings available to low income Territorians and families. The Department also seeks to increase the supply of dwellings that are suitable for seniors and those with disability access needs.

  7. Project Requirements The dwellings must be: • new dwellings not yet lived in, or • new dwellings currently under construction, or • new dwellings that are not currently under construction but which have, or will have, all necessary development approvals in place to commence construction and which construction is proposed to be commenced within 12 months. While not a requirement, the Department of Housing seeks to increase its supply of dwellings that are suitable for people with a disability or that have increased access needs.

  8. Project Requirements (continued) Proponents will be required to enter into a lease (for completed dwellings) or an agreement to lease (for non-completed dwellings) The commencing market rental amount will be based on a rental valuation of the proposed new dwelling at the date the dwelling is available for occupation, with annual reviews to market.

  9. Request for Proposals This opportunity is being made available through a Request for Proposals process. The Request for Proposals documentation will be available on the Department of Housing’s website from Monday 12 October 2015. For more information please go to http://www.housing.nt.gov.au/

Evaluation Criteria Selection of preferred Proponents will be based on the evaluation of Proposals against the following Criteria: • Timeliness - the delivery times for occupancy of the new dwellings. Proponents should indicate when occupancy of the proposed new dwellings can occur; • The Dwellings - the extent to which the proposed new dwellings meet the requirements of the Department; • Commercial Arrangements - the extent of acceptance by Proponents of the draft legal documentation (to be attached to the RFP);

  11. Returnable Schedules Returnable Schedules will be provided with the RFP. Proponents must provide all information requested in the Returnable Schedules.

  13. Probity The Department has appointed a Probity Advisor to overview the Department’s processes in relation to the RFP for the Project. The Probity Advisor’s role is to ensure that fairness and impartiality are observed throughout, and that the Evaluation Criteria are consistently applied to all proposals. If any Proponent has any concerns about the process being undertaken, these should be raised in writing at the earliest opportunity with the Probity Advisor.
