Delivering Sustainable Development in Rotherham Presentation for the Members Sustainable Development Group December 2004
Introduction • Why we need to take this forward – duty to local people to improve quality of life – further embed sustainability and measure impact – Raising awareness / breaking down jargon – Delivering Council priorities and shared priorities • Background paper being developed
Policy Drivers • International – World Summit on Sustainable Development – Kyoto Protocol • European – A range of EC Directives e.g health, waste, sustainable development
Policy Drivers • UK – UK Sustainable development strategy – UK climate change programme – Sustainable Communities plan • Regional – A number of regional Strategies e.g Economic, spatial, housing, waste
Policy Drivers • Locally – New vision for the Corporate Plan and Community Strategy (how will we deliver the cross cutting themes?)
Good work so far.. • Household recycling rates • positive Inspection results • Streetpride • Environmental Management System
The way forward... • More robust internal structures which embed sustainable development (performance management /indicators, business planning = Evidence base for delivering sustainable development) • Map out current and future programmes which will support SD
Ideas for integrating SD • Add sustainability into the PMF – agree indicators and targets – add work programmes to service plans • Staff training • Internal and external programmes • Policy Resource pack
Develop a clear vision • What we will do as an organisation • What we will do as deliverer of services • What we will do to engage and empower communities • What programmes will contribute to environmental, social and economic progress • Programmes which hit all aspects of SD
Options to take forward RMBC commitment to sustainable development • Partnership Strategy • Position statement • wider RMBC strategy • Framework & vision
Partnership Strategy • Develop a SD strategy with the LSP – would support the delivery of the cross cutting theme on sustainable development – problems – feasibility of option
Position statement • Take excerpts from existing and emerging strategies / plans – this would provide a baseline – Problems – Feasibility of option
RMBC Strategy • Setting out existing and challenging work which will deliver sustainable development – also picks up climate change – Problems – Feasibility of option
Framework • Un-pick the vision and allocate work programmes and indicators – Problems – Feasibility of option
