Must be simple; resilient; affordable and sustainable  Solution is ‘Road Maintenance Group (RMG) in combination with emergency and other heavier maintenance’  Piloting works ‘District Technical Assistance (DTA) team’ embedded in DDC office & central support to GoN Rural Access Programme 3 Development through access

Simple - Road Maintenance Group (RMG)  Local workers ‘long term’ contracted (on renewable basis) (4-7 in a group)  Capitalise on the benefits of group/team efficiencies  RMGs focus on simple routine & recurrent  Gradual transition toward full performance based system Rural Access Programme 4 Development through access

Resilient – RMGs Maintaining Roads for relief and rehabilitation  Emergency maintenance carried out after monsoon OR any disaster using machine (e.g. SIN earthquake, 166 Km road opened within a week)  RMG in 2 nd line of response maintain the opened roads for transitional period  Later followed by Spot treatment / Specific maintenance Rural Access Programme 5 Development through access

  6. Affordable - Road Maintenance Group(RMG)  RMG costing is only av. $ 45 per Km per month  90% wage part goes to poorest pocket Rural Access Programme 6 Development through access

Sustainable - Road Maintenance Group(RMG)  RMGs members are local; they take ownership and pride.  Worker approach is part time & flexible input  Gradual transition toward full performance based system  Warning system in place - road blockage information to Emergency maintenance from RMG member through mobile phone  Quickly re-fix & keep road open  System is in placed in Local government (DDC/DTO) Rural Access Programme 7 Development through access
