Current Regulation • Requires all applications to show that a permanent organization will serve as the continuing authority for the operation, maintenance and modernization of the facility. • Permits are issued to highest level of authority unless waived or not available.
CA Preferential Order • Tier 1: Municipality or public sewer district that has been designated as a area-wide management authority under Section 208 of the CWA. • Tier 2: Municipality, Public Sewer District, or sewer company regulated by the PSC which provides sewage services on a regional or watershed level; CWC approval
