  1. The 10-Year Framework of Programmes on Sustainable Consumption and Production Charles Arden-Clarke, Head Fabienne Pierre (Ph.D), Programme Officer Katie Tuck, Associate Programme Officer 10YFP Secretariat, UN Environment

  2. The challenge we face

  3. A global challenge During the 20 th century , world population grew by a factor 3.7, total material extraction grew by a factor of 8 and GHG emissions grew by a factor of 13 Source: International Resource Panel Annual extraction of construction materials grew by a factor of 34 , ores and minerals by a factor of 27 , fossil fuels by a factor of 12 , biomass by a factor of 3.6

  4. Is our world on a sustainable path? Population growth 2050 – 9.7 billion +3 billion middle class consumers by 2030 +3° 60% of ecosystems already degraded or used 33% of soils is unsustainably moderately to highly degraded 80% of the population shares 5.5% of the global wealth (Oxfam, 2016)

  5. Sustainable Consumption and Production? Producing and consuming sustainably is central to sustainable, circular and inclusive economies , addressing resource scarcity concerns , environmental impacts, and pollution while reducing economic and social costs associated with those impacts. • Improving quality of life without increasing environmental degradation or compromising the resource needs of future generations • Decoupling economic growth from environmental degradation • Applying system approaches such as life-cycle thinking which considers the impacts at all stages of the production and consumption process • Guarding against the re-bound effect , whereby efficiency gains are cancelled out by resulting increasing consumption

  6. Key notions: Decoupling

  7. Key notions: Life-cycle

  8. A mandate to take action

  9. A Global Mandate for SCP A global framework adopted by Heads of State at Rio+20 for a international cooperation to shift towards sustainable consumption and production (SCP) patterns in developed and developing countries. “Encourage and promote the “The major cause of the development of a 10-year continued deterioration of the framework of programmes global environment are the (10YFP) .. to.. shift towards SCP unsustainable patterns of patterns….” (JPOI, 2002) consumption and production…” “SCP is one of the overarching A/CONF.216/5 (paragraph objectives of, and essential 226 – “The Future We 2030 requirements for, sustainable Want” ). 10YFP adopted development.” Agenda & SDGs Rio +20, 2012 Agenda 21, Rio Johannesburg Plan of Marrakech de Janeiro, 1992 Implementation Process, 2003-11 (JPOI), 2002 An implementation mechanism for the SDGs (Goal 12) and 2030 Agenda for Sustainable Development

  10. Transforming our world 2030 Agenda for Sustainable Development Goal 12 We envisage a world in which every country Ensure sustainable consumption and enjoys sustained, inclusive and sustainable production patterns economic growth and decent work for all. A world in which consumption and production 12.1 Implement the 10-year framework of patterns and use of all natural resources – programmes on sustainable consumption and from air to land, from rivers, lakes and production, all countries taking action, with aquifers to oceans and seas - are sustainable developed countries taking the lead, taking (Preamble) into account the development and capabilities of developing countries

  11. Objectives of the 10YFP Increase RE and decouple Accelerate the shift towards economic growth from environmental degradation, SCP in all countries by creating decent jobs and supporting regional and contributing to poverty national policies and eradication and shared initiatives prosperity Serve as an Support capacity- information and building and facilitate knowledge sharing access to financial and platform on SCP to technical assistance for enable all stakeholders developing countries, to to exchange policies, tools, implement SCP activities initiatives and best practices, at all levels enhancing cooperation

  15. Governance (Example of the Consumer Information Programme - 109 actors involved) LEADS Coordinate and lead work plan implementation Multi-stakeholder Advisory Committee Decide on the strategy and approve the work plan Governments Civil society Business sector AKATU Institute, 3Keel LLP, Organización de Microsoft, Consumer Goods Forum, France, Chile, Brazil, United Kingdom Consumidores y Usuarios, WRAP, WWF Indonesia Sustainability Consortium, CRB Networks International Inter-governmental organizations organizations Global Ecolabeling Network, International POP Elimination Network, ISEAL, International Network of UNEP, International Trade Center, European Commission Product Sustainability Initiatives UNEP/SETAC Life Cycle Initiative Partners Contribute, participate & benefit from programmes’ activities (workshops, trainings, policy tools, information sharing on best practices & lessons learned) 85 governments, inter-governmental organisations, international organisations, NGOs, networks, private sector.

  16. Towards collective impact 10YFP programmes serve as open, inclusive and collaborative platforms and accelerators : ideas, expertise, and resources to deliver SCP on an operational, concrete, and increasing scale at regional and national levels.  Building synergies and cooperation, bringing together existing initiatives and partners, leveraging resources towards common objectives;  Scaling up and replicating successful policies and best practices for SCP, responding to national and regional needs, priorities and circumstances;  Generating and supporting new projects and activities on SCP, expanding partnerships and and scope and reach of SCP initiatives and policies.

  17. 10YFP Pilot reporting 2016  647 = number of entities engaged in the 10YFP  79,44 million USD = amount of financial resources made available in support to the shift to SCP (tentative*)  32,533 = person days of training  513 = number of outreach and communication activities conducted by 10YFP partners  253 = number of governments and other organisations making progress on policy instruments integrating SCP objectives *This includes forecasting one some financial figures up until 2020. Data quality of this indicator is poor.

  18. The network 129 National Focal Points 20 UN entities engaged in the 10YFP inter-agency 500+ group implementing partners engaged to “accelerate and scale” action through the programmes

  19. 10YFP Programme Partners • WHO? Any stakeholder organization supporting implementation and/or benefiting from the activities of the programme could be a partner of a programme. • WHY? • Learn from other partners in the programme, share experience, lessons learned, best practices and tools • Participate in the implementation of the programme’s portfolio , scale up and replicate activities, or develop new projects • Build fund-raising and implementation coalitions , apply for funding from the 10YFP Trust Fund • Use the convening power provided by the 10YFP to reach out to policy-makers and other key stakeholders at all levels • Gain international visibility as part of an international effort supported by the United Nations • HOW? • Submit an expression of interest to the Coordination Desk of the programme you would like to join
