COMMUNITY WORKFORCE 2 AGREEMENT (CWA)  CWA or Project Labor Agreements (PLA) are used to encourage utilization of locally hired personnel for construction projects  Preference also given to Veterans regardless of where they live  Projects over $1 million identified for CWA

3 CWA PROVISIONS  CWA Effective January 1, 2021 for a 5-year term  CWA Projects are listed in Attachment 2 to staff report and Attachment F to the Agreement  35 percent local hire/veteran target  Excludes design services, work performed by City/other government agencies, equipment purchases, inspectors hired by City

CWA ANALYSIS 5  CWA adopted by other agencies including Anaheim and Santa Ana  CWA administration costs are approximately 1 percent of project cost for large projects  Apprenticeship Program to help facilitate local workforce development  Collaboration with local high schools and community colleges through job fairs, career events  Outreach to veterans using Helmets to Hardhats program

RECOMMENDATION 6  Provide direction on the CWA  Authorize City Manager to execute the agreement and accept any minor modifications to the agreement
