First Steps • Initial focus on early years ( 0 – 4) • Set up systems for co-ordinated referrals and information sharing • Undertake co-ordinated multi-professional assessments • Establish joint planning and commissioning arrangements 5
Why Focus On Early Years ? • Multi-agency panel already in place • Systemic changes can be informed by and linked to children’s changing needs • Early identification and planning result in better outcomes for children 6
