Introduction and Purpose • Continuation of Tri-State’s efforts to coordinate the planning for additional electric transmission in Colorado. • The best transmission planning is done on a comprehensive, transparent, state-wide basis and takes into account the needs of all stakeholders. • 3rd of 4 annual meetings in connection with development of 2014 Ten Year Plan. • Purpose : Update projects discussed at previous meetings, review stakeholder comments to date, and introduce new planned transmission projects.
Tri-State Transmission Planning Objectives • Ensure reliable transmission service to meet the needs of Tri-State's Network Customers • Provide reliable point-to-point transmission service in support of Tri-State's obligations to its transmission customers • Ensure the present and future reliability of Tri-State's interconnected transmission system • Anticipate and plan for load growth among Tri-State's Member Systems and other entities served by or from Tri-State's transmission system • Coordinate transmission improvements, additions, and interconnections with neighboring Transmission Providers (TPs) to ensure there are no negative impacts, no duplication of facilities, and to meet the needs of other TPs and stakeholders when possible • Provide a meaningful opportunity for stakeholders to provide input into the planning process to promote efficient utilization and development of the transmission system

Montrose – Nucla - Cahone Transmission Upgrade (Western Colorado Transmission Upgrade Project)
Montrose – Nucla - Cahone Transmission Upgrade Description: Rebuild existing transmission line and substation facilities between Montrose and Cahone Voltage Class: 230 kV Facility Rating: 645 MVA Length of Line: Approximately 80 miles Type of Project: Transmission Line Development Status: Under Construction Regulatory Approval: COPUC-13A-0489E granted Purpose: Replace aging structures, increase line rating and eliminate existing remedial action scheme.
Burlington – Wray 230 kV Line Project
Burlington – Wray 230 kV Line Project Description: Construct new 230 kV line from the existing Burlington Substation to the existing Wray Substation Voltage Class: 230 kV Facility Rating: 612 MVA Length of Line: Approximately 60 miles Type of Project: Transmission Line Development Status: Under Construction Regulatory Approval: COPUC-C11-0042 granted Purpose: Improve load-serving capability, remove generation operating restrictions, and support renewable resource development in eastern Colorado.
Keota 345:115 kV Project
Keota 345:115 kV Project Description: 115 kV load serving connection on LRS- Story 345 kV line Voltage Class: 345 kV Facility Rating: 225 MVA Type of Project: Substation Development Status: Under Construction Purpose: Load-serving for resource development in eastern Colorado.

Lamar Front Range: Lamar-Burlington CPW Best Management Practices: Avoid transmission ‐ related development impacts within • LEPC focal range by coordinating and communicating with CPW early and often. Avoid or minimize potential fragmentation of LEPC • habitat through the consideration of alternative site selection and development configurations in consultation with CPW and USFWS personnel. Avoid grassland corridors that exist between large • tracts of LEPC habitat. Minimize development within 2.2 miles of active leks. • Minimize the timing of scheduled activities to avoid • LEPC breeding, nesting, and brood-rearing activities (March 15 thru June 15). Minimize potential impacts from raptors by installing • raptor deterrents on poles as indicated by Avian Power Line Interaction Committee (APLIC).
