  10. Tri-State Transmission Planning Process Tri- State’s Tariff provides the best description of our transmission planning process: “Tri-State’s transmission planning process is intended to facilitate the timely and coordinated development of transmission infrastructure that both maintains system reliability and meets customer needs, while continuing to provide reliable low cost electric power to its 44 member cooperatives.”

  11. Tri-State Transmission Planning Objectives • Network Customer service • Point-To-Point Transmission Customer service • System Reliability • System load growth • Coordinate interconnections with neighboring TPs 11

  12. Coordinated Transmission Planning Process  WECC  WestConnect  CCPG 12

  13. FERC Order 890 Planning Principles  Coordination  Openness  Transparency  Information Exchange  Comparability  Dispute Resolution  Regional Coordination  Economic Planning Studies  Cost Allocation 13

  14. Transmission Planning Studies  Reliability Studies  Bulk System infrastructure  Sub-transmission  Feasibility Studies  System Impact Studies  Transmission Service Requests  Generator Interconnection Studies  Facilities Studies  Economic Studies 14

  15. Transmission Planning Cycle  Calendar year cycle- 10 year planning horizon  3627 requires a 20 year plan starting in 2014  Annual updates are filed with the RUS  Typical Transmission Planning activities are numerous, ongoing, and specific milestone dates 15
