  1. Innovative public procurement case: Poland Oxford, 18.09.2013 Marcin Kautsch EcoQUIP Project – Sucha Beskidzka Hospital

  2. Innovative solutions: Rawicz 2012 Hospital uniforms

  3. Rawicz Hospital, pilot project Clothing purchasing procedure in the past  The detailed description of the subject, including:  type of supplies (supply of blouses + trousers/skirts),  description of the fabric (detailed definition of the type of the fabric and its features, including weight, shrinkage, composition, colour, etc.),  description of the cut and form,  Criterion for the selection of the bids:  gross price – 70% ( no maintenance / laundry cost included ),  assessment of the quality of the offered model – 30%.

  4. Rawicz Hospital, pilot project The new approach (summary)  Collecting information (from the users) concerning:  the type of clothing ordered (dresses instead of sets = blouse + trousers/skirt),  weight of the fabric and its type,  models and their functionality (testers vs. final products, maintenance),  period of use.  Information about the tender before the definition of the ToR  Information (advertising) placed in national / international media  Series of meetings with potential suppliers (32 invitations, 8 participants of the first meeting, 7 suppliers on following meetings, 3 decided to send their offers)  Information about the cooperation with other hospitals and Project partners in the advertisement  Life cycle costs of the product included in the ToR  Introducing options: purchase of clothing (supply), outsourcing (service)

  5. Szpital Powiatowy w Rawiczu sp. z o.o. (Rawicz County Hospital) delivers its services to over 60,000 inhabitants of the town and its vicinity. We employ over 200 nurses whom we provide with working clothes. Due to the high cost of using standard clothing, the hospital is seeking for innovative solutions in this scope. The new clothing should be:  economic  functional  pleasant looking  friendly for the user  easy to wash and keep clean  environmentally friendly (with no impact on its usefulness)  durable and of good quality (allowing an extension of its lifespan)  of lower costs of use. A satisfactory solution will provide the grounds for choosing the contractor for long-term cooperation. Being a partner in the LCB Healthcare Project (http://lowcarbon-healthcare.eu/), the Hospital will share its experiences with the remaining project partners and the European Commission, which commissioned the project described above. At the same time, the Hospital declares that – should the conditions described above be met – it will promote the innovative solution among partner medical care centres and associations. 9 other hospitals have declared their eagerness to introduce solutions worked out by the Rawicz Hospital into their Terms of Reference. The Rawicz Hospital will make use of the approach described above in future orders for other supplies and services.

  8. Rawicz Hospital, pilot project Price Operation costs Life cycle costs

  9. Rawicz Hospital, pilot project Price Operation costs Life cycle costs

  10. Rawicz Hospital, pilot project Findings • Price: 21.6 thousand PLN (traditional: T) vs. 29.2 thousand PLN (innovative: I) • Operation costs are of some 80% of total costs (both cases). • Life cycle: 24 (T) vs. 36 (I) months. • After 3 months of testing (36 washes) innovative uniforms looked like brand new. • Innovative uniforms dry much faster. • Those nurses, who wore innovative uniforms didn’t want to use cotton anymore and under no circumstances.

  11. Rawicz Hospital, pilot project Costs of traditional T vs. I purchase (6 years projection) T I T I T I Currency: Polish Zloty How many Unit costs Total costs Price 3 2 21 599 29 176 64 796 58 351 Operation 24 36 101 990 122 688 305 971 245 376 costs Landfill costs 3 2 359 288 1 076 575 371 843 304 302 TOTAL • Initially – savings up to 18% . • As uniforms dry much faster, in the next procurement of washing (and drying) this is to be included in cost calculations = lower costs. • Calculations above do not include future changes of energy prices / emission fines. These will substantially influence the future costs, which means that savings will be much higher.

  15. Learnings & dissemination

  16. Innovation Innovation is about a change. Introducing an innovation is about making a change. There is nothing more difficult to take in hand, more perilous to conduct, or more uncertain in its success, than to take the lead in the introduction of a new order of things. Whosoever desires constant success must change his conduct with the times. Niccolo Machiavelli

  17. The CHANGE FROM: The detailed description of the available product (and decision based on the lowest price of a product to be delivered, NOT including full life cycle costs ) = buying cheap, not in-expensive. TO: Needs-based specification

  18. Why innovation is so difficult?  People  People  People
