KEY DELIVERABLE A set of “Policy (Position) Papers” focusing “hot themes” on cancer control policies (rather than “scientific” issues) Agreement: Due to restriction in time/resources a limited number of topics will be handled (5 topics in total).
WP 5 Objective • The overall objective of the platform is to invite Member States (MSs) to share about the different challenges they are facing and their experiences, which are a valuable lesson for others. • In addition, sharing knowledge and information can help to solve some of the difficulties that MSs are facing in an ever more complex cancer prevention and control area.

KEY DELIVERABLE A “policy (position) paper” * is an essay that presents an opinion/appraisal about an issue . As a deliverable of the platform, it: • summarizes the main aspects of a given topics that makes explicit the aspects MSs agree to consider important • openly identifies possible issues in defining a policy at a MS level, • suggests recommendations about advocated policies * Final wording to be adjusted in agreement with all MS: may be Policy Paper

SEARCH THE EVIDENCE Accordingly to the mandate of the WP, evidence is OUTPUT relevant in the perspective of making a “policy”; therefore it should include ( when appropriate ): • Secondary level scientific evidence (guide-lines etc): hopefully not primary or not-confirmed data DRAFT 1 • Qualitative data, mainly about the policies already put in place by Countries • Possible economic or socio-demographic data

POLICY PAPER ON PUBLIC HEALTH GENOMICS Key points: The target group of this position paper is senior policy makers! Thus: provide guidance on how to install a system that brings research into the health care system - who pays what - clinical utility driven approaches

POLICY PAPER ON NATIONAL CANCER CONTROL PROGRAMMES • EPAAC provided two important deliverables in its exploration of national cancer control plans/programmes/strategies: • A survey of all MS, EEA and candidate countries on their current status of these documents • A European guide on how to approach the preparation of a planning document for cancer care and management • CANCON is going to review the developments and experiences of MSs
POLICY PAPER ON NATIONAL CANCER CONTROL PROGRAMMES • New survey carried out , more systematically prepared • Afterwards a report will be prepared encompassing the current state- of-play and also the difference between the situation in 2011 and today • Finally, the policy paper will build on the positive experiences and developments of MSs in order to provide recommendations and guidance in cancer plans and strategies for both the European Commission and the MSs
POLICY PAPER ON DISINVESTMENT AND REALLOCATION • “..the process of (partially or completely) withdrawing resources from any existing health practices, procedures, technologies or pharmaceuticals that are deemed to deliver little or no health gain for their cost, and thus are not efficient health resources allocation”

DISINVESTMENT AND REALLOCATION : THE ISSUES • Distinguishing “disinvestment for reallocation” from mere resource cutting • Definition of diagnostic/therapeutic interventions of interest • Stakeholders’engagement and motivation (health professionals, patients/citizen) • The relevance of international collaboration • Possible priority areas in cancer care (i.e those that could benefit the most from disinvestment policies)
POLICY PAPER ON WP 5 PREVENTION OUTCOME The draft will be presented at the beginning of April. The report contains the first data that synthetize some characteristics of polices/interventions reviewed in the literatures for each four topic.
