  5. June 1st, 2016 NEW ELEMENTARY SCHOOL AT THOMAS JEFFERSON MIDDLE SCHOOL Parking Brief 1 June Parking Brief BLPC / PFRC

  6. Total existing on- campus parking spaces 364 213 61 62 22 6 Existing Parking Supply and Occupancy

  7. Since the last meeting=.. • Toole Design Group re-counted parking occupancy before and after arrival, mid-day and before and after dismissal • On-street parking availability counts were similar to those collected in 2014 and 2013 • Peak use of the community center during the school day was much lower than previous counts − 2016 counts indicate ~55 spaces used by Community Center patrons during the peak weekday period − As a conservative approach, our analysis continued to use the 2014 figure (95 spaces) as a maximum, peak use for the Community Center Existing Parking Supply and Occupancy

  8. Since the last meeting=.. • In total, parking data collected a total of 21 different times: - Before and after arrival, and before and after dismissal on four different typical school days (May, June, September, October) - A rainy day in October (when staff/community center drive rates would be the highest) - During Back-to-School-Night - On a typical weeknight at 5:00 and 8:00pm - On a Sunday with a theater event Existing Parking Supply and Occupancy

  9. Total Parking Need (based on counts): 1,086 student Middle School 1 153 725 student Elementary School 2 141 Total APS Need* 294 Community Center 3 95 Total Site Need* 389 *Assumes no on-street parking and no TDM 1 Based on projected # of staff and current rate of parking, as well as visitor data from other middle schools 2 Based on drive rate and visitor rates from other similar schools 3 Based on 2014 parking lot counts Parking Requirements and Needs

  10. If Parking is Shared on the Site) Future Parking Need, Adjusted: Parking need for APS uses minus 10% TDM reduction 267 Parking need for Community Center 95 Use of Available On-Street Parking on Old Glebe 1 -12 Use of Available On-Street Parking on 2 nd1 -6 Total Adjusted Site Need 344 1 Assumes school use of available on-street spaces on the blocks adjoining the school site, on the same side of the street as the school. Based on counts taken before and after school arrival and dismissal. Assumes a maximum of 85% occupancy. Parking Requirements and Needs

  11. Recommended total future on-campus parking spaces if school and community parking is shared 344 221 Note: This assumes 28 shared spaces on the east side of the site during the school day . 61 62 22 Shared parking vs. school parking on west side

  12. If Parking is Not Shared on the Site) Future Parking Need, Adjusted: Parking need for APS uses minus 10% TDM reduction 267 Use of Available On-Street Parking on Old Glebe 1 -12 Use of Available On-Street Parking on 2 nd1 -6 Total Adjusted APS Parking Need 249 1 Assumes school use of available on-street spaces on the blocks adjoining the school site, on the same side of the street as the school. Based on counts taken before and after school arrival and dismissal. Assumes a maximum of 85% occupancy. Parking Requirements and Needs

  13. Total future on- campus parking spaces recommended if school parking is all provided on west side only 372 249 Note: This would leave 28 surplus spaces on the east side of the site during the school day. 61 62 22 Shared parking vs. school parking on west side

  14. Parking Not Shared Parking Shared Spaces, Total Site 344 372 Spaces on west side of 221 249 the site Shared parking vs. school parking on west side

  15. SUMMARY • Unless parking is shared between the school and park/community center uses, APS will need to provide 249 spaces on the west side of the site • Strategies that could allow APS to provide less than 249 spaces include: − Shared parking between the east- and west-side uses − Increased use of on-street parking − More aggressive TDM programs to support staff carpooling, transit, walking and biking Parking Requirements and Needs
