Why we need clearer definitions: ● Evictions may be formal (court-ordered) or informal (no court intervention) ● Easiest data points to gather (via courts and sheriff) don’t paint a fully complete picture of forced moves and displacement across Virginia ● Help strategically inform and focus policy solutions

What do we know about evictions? ● Households move at multiple points in the forced move : ○ Unofficial notice, harassment ○ Legal notice ○ Unlawful detainer → Writ of possession ○ Sheriff’s office executes the writ ● Families move into poorer quality neighborhoods and housing ○ Market segmentation: Rental history, security deposit, time ● Families with children have a more difficult time than others finding housing

IN RICHMOND ● Homeward’s PIT count shows that more than 35% of homeless who were evicted went through an informal eviction process ELSEWHERE ● From Desmond (2012) in Milwaukee we know that 44% of all forced moves go through an informal eviction process More research is needed to understand the scope and impacts of this process.
