Who can apply? SPARK Application Eligibility 1. Meet all regulatory / licensing requirements 2. Be in operation for at least 1 year 3. Submit Self-Appraisal (2015) and Action Plan (2016)
When to apply? SPARK Application Windows 1 – 15 February 1 – 15 April 1 – 15 July 1 – 15 October
What is the process? 1. Application (Online!) 2. Assessment 3. Results XXX Preschool
Application (Online) Apply online via SPARK Portal https://www.ecda.gov.sg/Spark Mail out cheque for application fee of $400 (Non-refundable)
Processing Applications Applications will be processed to ensure eligibility criteria are met. 1. Meet all regulatory / licensing requirements 2. Be in operation for at least 1 year 3. Submit Self-Appraisal (2015) and Action Plan (2016) Centres will be notified of dates for: 1. Submission of documents; and 2. On-site SPARK Assessment
SPARK APPLICATION AND ASSESSMENT PROCESS Preschool applies online @ https://www.ecda.gov.sg/Spark Stage 1: APPLICATION Preschool mails out cheque ($400 application fee) ECDA verifies preschool’s eligibility Stage 2: REGULATORY / No Preschool is notified Meet eligibility? LICENSING CHECK Yes Preschool is notified of 2-day on-site assessment Preschool submits 3 sets of documents (hardcopy) Stage 3: ASSESSMENT Assessors conduct 2-day on-site assessment Assessors prepare assessment report SPARK Committee reviews assessment report Stage 4: REVIEW RESULTS Stage 5: RESULTS Assessors present assessment report to preschool
Submitting Documents Documents to be submitted: Self-appraisal 2015 Action Plan 2016 Centre Profile and Staff List Calendar of Events 2016 N2-K2 Timetables N2-K2 Curriculum Plans for term of assessment (For all learning areas, including MT if available) N2-K2 Lesson Plans for week of assessment (For all learning areas, including MT if available) Submit 3 full sets in hardcopy
Assessment SPARK Assessment On-site Visit Conducted over 2 days 8am to 5pm
Assessment SPARK Assessment On-site Visit 1. Observe lessons based on timetable 2. Interview staff (mainly EL teachers) 3. Check documents e g. lesson plans, children’s portfolios, notes of meetings - Keep relevant documents that serve centre’s needs - Mostly check on records 1 year back from assessment - Some indicators require records up to 3 years back
Assessment SPARK Assessment On-site Visit Please prepare a room, free from any recording devices, for assessors
Results SPARK Assessment Outcome Minimum average score of 2 to achieve SPARK certification
Results SPARK Assessment Report Presentation Assessors will share the assessment: - Outcome - Strengths - Areas for improvement
Results SPARK Certification Validity Valid for 3 years
Results Centres which meet the standards for SPARK could apply for the certificate of achievement and other items at a cost of S$400. Assessment Listed on ECDA’s SPARK Banner Report website SPARK Presentation Ceremony Use of Certificate & Plaque SPARK logo Collaterals
