The Christian Community • An international movement for the renewal of religion • Founded in 1922 by the Lutheran theologian and minister Friedrich Rittlemeyer, with the help of Rudolf Steiner, Austrian thinker and philosopher. • Formal foundation in Australia in 1988 • Active congregations in Adelaide, Canberra, Melbourne, Perth, Sydney, Queensland • www.thechristiancommunity.net Artwork by Neeltje Prior Bollen 6

The Christian Community • Around 20 active members • Weekly Sunday services averaging 10-12 attendees – rotating adult communion and family services • Prayer meetings – weekday mornings • Special holiday events – Easter, Christmas etc • Visitors park in Holtze Close or surrounding streets • Have been using the building for over 15 years – no known issues 7

Place of Worship “ Place of Worship means the use of land for the primary proposes of religious worship and associated activities by a congregation, religious group or members of the public whether or not the premises are also used for religious instruction, tuition, meetings, training and other community activities.” Falls under the umbrella term of ‘COMMUNITY USE’ 8

  13. Concurrent Lease Variation Current lease purpose clause :- “To use the said land only for the purposes of the Girl Guides Association.” Proposed lease purpose clause:- “To use the said land only for the purpose of a Place of worship.” 13

  14. What other options are there? To regularise the existing use – nothing more, nothing less Do nothing - Use would not able to continue Rezoning to another land use zone - CFZ Community Facility Zone - PRZ2 Restricted Access Recreation Zone - CZ6 Leisure and Accommodation CFZ provides the best fit in terms of zone objectives, but would allow a broader range of uses with different use patterns. 14

Proposed process • Discussions with Government and the community 1 • Prepare and submit planning report for the Territory Plan variation and concurrent lease variation development application – November 2016 2 • EPD publically notifies proposed Territory Plan variation and lease variation development application – expected in February 2017 3 • EPD considers responses, and puts recommendation to the Minister 4 • Minister determines proposal, presents to Legislative Assembly, no motion to disallow 5 Territory Plan variation takes effect – expected August 2017 • 6 • Lease variation approved 7 17
