  1. Background › Katswe Sistahood and Youth Engage with support from the Global Fund developed an AGYW accountability framework which aims to provide a systematic oversight tool used by AGYW to increase the accountability and quality of HIV and health services › The accountability framework was informed by AGYW champions from districts implementing the Global Fund grants.

  2. The Accountability Framework › The tool follows a community monitoring model, which outlines the processes and stages followed by program beneficiaries to hold service providers responsible for the delivery of (or failure to deliver) agreed programmatic services to the right people at the right time, quantity, quality and manner. › The framework is based on social accountability principles that encourages constructive engagement between citizens, government and service providers. › It will enable transparent recognition and tracking of commitments to reach SRHR and HIV targets for AGYW groups. › Finally it will facilitate feedback and learning through a platform that provides space for interaction between services providers and AGYW groups for improving quality and acceptability of services.

What has been done? › PHASE 1 › Champions and Advocates for positive health outcomes workshop –August 2018 › 25 AGYW from around Zimbabwe were engaged- and trained › Created a shared understanding of the roles & responsibilities of all actors to strengthen accountability & voice of AGYW – › How do Youth in Zim engage with the CCM, PR, SR, SSRs, youth led and youth focused organisations and the champions themselves.

  4. Other results: › A position paper submitted to the CCM requesting to have a permanent seat at the table by having a youth representative in CCM, as inclusive participation fosters accountability.

  5. Phase 2: The Pilot Phase › Conduct a pilot of the accountability to assess its utility and acceptability by the AGYW themselves as well as other stakeholders who implement grants at community level. › Pilot being conducted in 2 districts Kwekwe and Uguza district › These 2 Districts are implementing all the interventions listed above that is - Sista to Sista, One Stop centre, DREAMS modified, SASA, male engagement and other clinical services including HIV Testing, HIV treatment, PrEP (for young Key populations), and basic SRHR.

  6. Steps: › Sensitization of PR, SR and SSRs of the piloting. › Community entry - facilitated by an CBO/ NGO or by the District AIDS coordinator in order to foster local ownership and continued implementation of the activities › Identification of 15-30 champions in each district who will implement the score card › Mentoring the AGYW champions on how to use the Score Card › Bi Quarterly Scorecard meetings

  7. Key steps of the piloting of the Accountability Framework › Implementation of the score card through use of Focus group discussions and community dialogues › Community meeting and development of an action plan › Community close out meeting, evaluation of the process and plans for continuity and scale up of score card implementation. › Report writing feedback and closeout at national level with PR, SR and SSRs.

  8. Next Steps › Pilot phase lessons shared widely with stakeholders › PHASE 3: Scaling up into the remaining 4 districts › Mobilisation of AGYW to engage meaningfully with country processes – from Country strategy- to Funding Request development-
