ABOR MISSION The Arizona Board of Regents is committed to: • Ensuring access for qualified residents of Arizona to undergraduate and graduate instruction; • Promoting the discovery, application and dissemination of new knowledge; • Extending the benefits of university activities to Arizona’s citizens outside the university, and • Maximizing the benefits derived from the state’s investment in education. • Mission statement to be contained on every agenda. 2

ONE OPTION TOWARD ACCESSIBILITY AND AFFORDABILITY A partnership of students, community colleges, and universities HIGH NEED DEGREES (To be identified by ABOR) Major A Major B Major C Major D Major E (Ex: Teacher) Prerequisite for participating high school seniors — as appropriate to the major, high school students will take six hours of math, science, and/or English in their senior year for college credit. Year 1 Student attends Community College (CC) assigned by ABOR and pays CC tuition Year 2 Student attends CC assigned by ABOR and pays CC tuition Year 3 Student attends CC and pays CC tuition. Universities responsible for the curriculum. CC provides instruction, as approved by the universities. If not, CC will pay the universities to provide the instruction. Year 4 Student attends the university, pays university tuition, and graduates with university B.S. or B.A. 5
STAKEHOLDER ENGAGEMENT • Process for… Discussing reform options and ideas Vetting proposals and recommendations • Focus groups, forums, advisory council 6
ASSESS SPACE UTILIZATION • Must use limited space as efficiently and effectively as possible • Assess current status • Benchmark and compare to peers • Establish prerequisites before constructing new classroom space • Set goals for 2010-2011 by January 2010 7
INTERCOLLEGIATE ATHLETICS AD HOC COMMITTEE • Regents have a critical oversight role • Need to understand and take a comprehensive look through an ad hoc committee at: • Academic achievement • Title IX issues • Adequacy of facilities • Student athlete discipline • Economics, including salaries 8
OPPORTUNITIES FOR CENTRALIZATION We will operate more efficiently and provide better oversight through enhanced centralization and collaboration. First steps? Capital Audit Legal Other 9
STUDENT RECORD SYSTEM • Need a data system that tracks entire pipeline of students • K-12, community colleges, and universities all need to participate • Federal stimulus funding via grants is available 10
MILITARY ONLINE • # of veterans and returning veterans • Out-of-state providers at Arizona’s military bases • Making Arizona’s universities THE providers of choice by 2012 In Arizona And around the country • A plan by December 11
ESTABLISH ADDITIONAL COMPETENCY EXAMINATIONS FOR 2011 • Encourage students, particularly non-traditional students, to demonstrate their competency and receive university credits • Universities to design and/or approve • Students could receive credit hours in a particular discipline, but not until satisfying an upper division course specified by the universities 12
ACADEMIC AFFAIRS REFORM • Must continue to look at how we can be both productive and offer high-quality programs • First step, develop an inventory of “duplicative” programs (and resources dedicated to these programs) within the universities • Assess needs using quantifiable measures • Recommendations to Academic Affairs Committee by September 2009 • Next step, conduct a system-wide inventory by December 2009 13
