  1. STP-MM Program – Rapid Transit Corridors AAMPO Transportation Policy Board April 23, 2018

  2. Presentation Summary • Implementing Rapid Transit in the Alamo Region • STP-MM Funding Request: Multi-Jurisdictional Advanced Project Development Study • Proposed Scope of Work • Rapid Transit Corridors Schedule

  3. VIA Long Range Plan 01 02 03 RAPID TRANSIT BETTER BUS INNOVATIVE NETWORK SYSTEM SOLUTIONS 3

  4. Implementing Rapid Transit in San Antonio • North & South Central connects Brooks to Mission San Jose, to Downtown and north to San Antonio College, North Star Mall, Airport, and Stone Oak • North-West connects UTSA Main campus to UTSA Downtown campus • East-West Central connects Loop 410 West, General McMullen to Downtown, AT&T Center and Loop 410 East • Northeast connects downtown to the Pearl, Witte Museum, Incarnate Word University, along Austin Highway to Randolph Park & Ride and the I-35 corridor • South East Primo connections from Downtown along New Braunfels to Brooks • Near-West Primo connections to Texas A&M DRAFT EXAMPLE – subject to change 4

  5. How is Rapid Transit Different from a Bus system? rapid transit: public transit service that is able to move quickly on every trip in its own lane , separate from other traffic . Bus Rapid Transit – Belo Horizonte, BR Light Rail – Minneapolis, MN “Trackless Train” – Zhuzhou, CN 5

  6. How does Rapid Transit fit into the roadway? Sidewalk Crosswalks 90’ planted median Rapid Transit Station Sidewalk Rapid Transit lanes would be separated from cars and Rapid Transit stations separated from sidewalks . Bus Rapid Transit – Mexico City DF 6

  7. Example: North Central Rapid Transit Corridor 70,000+ residents 85,000+ jobs 40-45 million square feet - multi-family and commercial development potential 8 current VIA routes 25,000 - 35,000 daily boardings by 2040 Potential Airport Rapid Transit Station

  8. Example: North Central Rapid Transit Corridor Connecting the Airport to Downtown: Estimated $700+ Million in funding required for… • Exclusive Guideway for Bus Rapid Transit Use • Bus Rapid Transit Stations • Bus Rapid Transit Vehicles & Facilities • Estimated $20+ Million in preliminary engineering Potential Airport Rapid Transit Station

  9. Multi-Jurisdictional Advanced Project Development Study • Includes project definition phase activities prior to FTA Project Development Phase within: o 7 Rapid Transit Corridors connecting large regional activity centers identified in SA Tomorrow • $10 Million Planning Effort which includes $2 Million Local Match • Additional efforts to date: $15 Million including VIA Vision 2040 and RTC Studies

  10. Proposed Project Scope of Work Project Definition Phase Includes: • Conceptual Plan Development (40%) • Station Area Planning (15%) • Traffic Analysis (25%) • Operating and Maintenance Plan Development (5%) • Environmental Constraints/Fatal Flaw Analysis (15%) Rapid Transit Corridor Capital and O&M Cost Refinement Draft Conceptual Rendering

  11. FTA Project Development Process

  12. FTA Project Development Process Project Definition Refined Capital and O&M Estimates for Rapid Transit Corridors Project Definition work contributes to preliminary engineering activities in the Project Development phase.

  13. FTA New Starts Funding Policy Guidance Prior to Project Development “FAST indicates that New Starts project sponsors must complete the Project Development (PD) phase within two years, which may be challenging for proposed projects that have significant environmental impacts, complicated financial arrangements, or complex engineering and design elements. Therefore, FTA encourages project sponsors to perform whatever work they feel is necessary prior to requesting entry into PD to facilitate their ability to complete PD for a proposed New Starts project within the two- year timeframe. ”
