PSTA 4 Rationale • Much has been achieved in previous years with PSTA 3 • PSTA 3 started in FY 2013/14 and will end FY 2017/18 • For this reason, a fourth edition of PSTA has to be ready by beginning of FY 2018/19 • Development of PSTA4 is on going and will be completed by November 2017 • PSTA 4 document will be: ✓ Implementable ✓ Monitorable ✓ Inclusive ✓ Private-led MINAGRI 2017 2

Research, Innovation, and Empowerment • Developing innovative projects through partnership agreements with national and international universities, the private sector, and others: • Increased Focus on developing domestic improved varieties and breeds • Promoting flexible extension service models that also includes business management, climate smart agriculture, and nutrition sensitive agriculture • Private extension in PPP forms will be implemented in the next six years MINAGRI 2017 10
Productivity, diversity, sustainability and resilience in agricultural production • Promoting irrigation small-scale and marshland irrigation engaging with farmers and investors • Biological soil conservation practices to complement terracing efforts • Hi-tech production systems like the use of greenhouses and hydroponics will be scaled up in the PSTA 4 • Promoting high-potential livestock and aquaculture. Overall focus on animal feed and health • Girinka to include small-stock for small-holder farmers • Mainstreaming nutrition and climate smart agriculture MINAGRI 2017 11
Productive and inclusive Markets and Value Addition • Promote infrastructure for value chain integration engaging private investment – Aggregation, cold-chain, logistics, wholesale market • Promote market information systems (E-soko+) • Better management of domestic and regional markets as well as of abroad niche ones will be carried out • Promote investment in inputs supply and agro-trade • Building national infrastructure and provision for quality assurance and SPS • Mitigate emergencies with strategic reserves MINAGRI 2017 12
