Due to this: 1) parallel vote counting – long , expensive , inaccurate ; 2) control of all district electoral commissions and prompt reaction to problems - impossible ; Reasons: Work with data – decentralized, usually in Excel tables. Requires a lot of staff. Manual communication inside a team slows. Human factor - is a risk of occurrence of errors. Hard- copy paperwork doesn’t provide data protection.
