Overview • 1954 – Original GB designation in Bucks • 1972 – Major extension of GB (incl around HW – and SM) • But other RSs remained as White Land • So have been in the plan for decades • High Wycombe Area Local Plan April 1989 • Wycombe District Local Plan July 1995 • (Deposit Local Plan December 1998) • Adopted Wycombe District Local Plan to 2011 • Core Strategy 2008 - Policy CS8 • (DSA Update Consultation 2009) • (Local Plan Options 2014)

  4. Core Strategy Policy (2008) • Policy CS8: – Reserves these sites as locations for meeting future development needs – All necessary infrastructure to be provided before release, incl transport solutions

Bringing things up-to-date • Post-NPPF and NPPG landscape much altered the balance of decision-making • Five-year supply assessed against emerging OAN rather than existing targets • So WDC no longer has 5-year supply! • Local Plan to set new target – but scale of challenge + complexities of DtC means too lengthy a process to deal with RSs • So vulnerable to planning applications for RSs • But wanted to keep control – Cabinet decision to release sites

Cabinet decision • Planned release of Reserve Sites • Doesn’t solve housing supply issue – but helps provide a defence at appeals • Preparation of development briefs to shape planning applications – – So local people can be involved in process – Best opportunity to secure quality and appropriate infrastructure – Liaison Groups, Infrastr Grp + community eng’t • Cabinet decision process – site visits, decision, call-in + scrutiny, reaffirmed decision

Infrastructure issue • Issue raised in call-in – call for Infrastructure Plans prior to release • But such work would be part of LP process • Some infrastr work already carried out eg traffic modelling • Cannot require new dev’t to deal with existing infrastructure issues but only to address impacts of new development • By releasing sites, can look at strategic impacts collectively • Key role for Infrastructure Group
