Action Items ◼ New Jersey Department of Environmental Protection (NJDEP) asked if vapor extraction was required at other Thermal In Situ Sustainable Remediation (TISR) remediation systems in New Jersey (TISR is the technology being used at TU003). If so, a permit equivalent for the system at TU003 may be required. ▪ Vapor extraction is not required or a part of the TISR systems at the 2 other sites in New Jersey or any of the sites at which Arcadis is deploying the technology at across the country. ◼ Mr. Frank Storm suggested the notice of the Restoration Advisory Board (RAB) meetings be posted in the Pineland Tribune ▪ Joint Base McGuire-Dix-Lakehurst (JB MDL) considered this request but as th eir distribution area does not cover areas north of JB MDL, including Wrightstown, Cookstown, and Jackson Township, it was decided the current newspapers are the appropriate outlet. “WIN AS ONE” 3

PFOS/PFOA Investigation Update ◼ On-Base Actions/Projects: ▪ Completed installation of Ion exchange resin treatment system for 2 on-base backup wells at JBMDL-Lakehurst (Tanaq-HGL) (April 2019) ▪ Install new deep well at JBMDL-Lakehurst (Cape-Weston)  Final Engineering Evaluation/Cost Analysis (EE/CA); Nov 2019 *  Final Action Memo planned for Feb/Mar 2020  60% design complete  Major Modification Permit submitted Dec 2019  Water Allocation Permit planned May/June 2020 ▪ Update Base/Regional Conceptual Site Model (CSM) (Tehama-HGL with USGS)  Multi-year effort (2018-2020)  Includes modeling/mapping for groundwater/surface water to support future investigations ▪ Remedial Investigation (RI) programming for initial bases in FY21; Air Force prioritizing * * Updated since previously reported “WIN AS ONE” 4

PFOS/PFOA Off-base Sampling Update ◼ Off-Base Actions/Projects: ▪ Off-base sampling areas ▪ Confirmed 5 areas where PFOS/PFOA was migrating off-base ▪ JBMDL, EPA, and NJDEP agreed to initial boundaries of ESI areas ▪ Properties with private drinking water wells were identified and were offered sampling of their drinking water (initial sampling Dec 2016) ▪ PFOS/PFOA concentrations exceeding Lifetime Health Advisory (HA) of 70 parts per trillion (ppt) were mitigated (e.g. bottled water, filtration system) ▪ PFOS/PFOA concentrations detected less than Lifetime HA were offered routine monitoring ▪ Data Gaps: ▪ Existing NJDEP Well Database is not complete ▪ Depth of private wells unknown by majority of owners * Updated since previously reported “WIN AS ONE” 5

PFOS/PFOA Off-base Sampling Update Off-base Actions/Projects (cont.) ▪ New Off-base Sampling Contract (FY18) Objectives: ▪ Confirm limits of existing ESI areas are protective ▪ Install limited number of monitoring wells (MWs) in existing ESI areas to evaluated PFOS/PFOA concentrations ▪ MWs installed to multiple depths in surficial aquifer ▪ Expand areas if PFOS/PFOA detected above NJDEP proposed Maximum Contaminant Levels (MCLs) ▪ Perform hydrologic study of Pine Lake (Manchester Township) and Little Pine Lake (Pemberton Township) ▪ Team with US Geological Survey ▪ Install MWs and collect surface water samples to evaluate if lakes are “losing” ▪ If confirmed, create new ESI area and identify private drinking water receptors “WIN AS ONE” 12

SUMMARY OF PROGRESS ◼ Continuing development and submittal of National Priorities List (NPL) documents for the McGuire Area Operable Units (OUs) ▪ OU3 Remedial Design (RD) will be submitted to Air Force (AF) this month with action planned for Fall 2020 ▪ OU1 Proposed Plan (PP) in public comment period and a Record of Decision (ROD) is planned for this year ▪ OU4 Feasibility Study (FS) moving toward finalization and a PP and ROD are also targeted for this year ◼ State led sites at McGuire and Dix ▪ Remedies in place operating well (TU003 supplemental remedy is starting up this week) ▪ 10 more sites have a 2020 closure goal (30 closed to date under the performance-based remediation [PBR])—111 total for JB MDL ◼ Active remedies (air sparge [AS]/soil vapor extraction [SVE] systems) • McGuire: TU013 is in a rebound study (with systems back on currently) • McGuire : TU023 has achieved remedial goals and will move toward closure this year • Dix : NW044 and TU019a are all in rebound studies (with systems back on currently) • Dix : All remedial goals at TU970 have been achieved and the system will be removed upon final NJDEP approval of closure • Lakehurst : Areas A/B/C systems have been running well – enhancements have been deployed “WIN AS ONE” 15

LF019 TCRA Update ◼ Contract to Remove the Items Awarded September 2019 to Seres- Arcadis Joint Venture ◼ First 4 months • Near Final Project Management Plan: Plan that defines how the project is executed, monitored, and controlled. • AF review of Explosive Safety Submittal (ESS): Department of Defense (DoD) only document that sets separation distances and other requirements to provide the maximum possible protection to people and property . • AF review of Action Memorandum (AM): U.S. Environmental Protection Agency (EPA)/NJDEP reviews the AM that documents the AF’s decision to undertake a TCRA of Material Potentially Presenting an Explosive Hazard (MPPEH) at LF019. “WIN AS ONE” 24
