CRAFTING A VISION DRAFT Project Vision Statement Discussion The Winona Bridge Project should refm ect the current era while respecting the past. The existing bridge is a visual icon for the city, and so the new bridge should defer to its prominent visual presence. The new bridge should celebrate the river’s natural beauty and the cultural history of Winona that is intertwined with the river. LIGHTING Overview Types of Lighting Other Considerations • Roadway Lighting • Aesthetic Lighting • FAA • Warrant • Migratory Birds • Navigational Lighting • Classifj cation • “Dark Skies” • Light Levels MnDOT Cultural Resources General Guidance • Restored lighting on the existing historic bridge and new roadway/sidewalk lighting on the new bridge will be reviewed for conformance with the Secretary of the Interior’s Standards. • Lighting on the new bridge should be consistent with the overall design of the new bridge, complement the historic bridge, not replicate historic bridge features or elements, and not become a stronger design statement than the historic bridge. • Both the existing historic bridge and the new bridge may use or incorporate aesthetic accent lighting, subject to conformance with the Standards. LIGHTING Roadway Lighting - Existing Bridge MnDOT Cultural Resources Guidance • Remove existing light standards on the approach spans installed in the 1970’s • If the original railings can be replicated for the approach spans, then accurately reproduce the original light standards for the entire bridge, based on the information in the original plans and photographs. • New replica light standards (poles) on the approach spans • Existing downlights in the through-truss • If the original railings cannot be replicated (e.g., due to crash testing requirements), further discussion on the light poles will need to occur.
