The first LAP to be formally adopted > Ruapehu District Council > Received zero appeals > Formally adopted on 13 May > Comes into force on 21 August 2014
Common grounds of appeal > Supermarkets – want the default national off-licence hours and removal and amendment of various discretionary conditions. > Hospitality industry – want extension of mainly on-licence hours but also ask reconsideration of hours for off-licences, and reconsideration of special licence issuance limitations. > Various liquor stores – challenging hours, discretionary conditions, issuance of further licences, location of premises.
What you will need to consider > Need clear justification for each element in PLAPs. > Ensure robust public consultation processes in place > Be aware that there will be strong pushback on hour limitations > Highlight the community input (ie submissions made by members of the public)
