The Pilot Project “ Support for Responsible Land and Natural Resource Governance in Communal Lands of Kenya” 1. Land tenure and NR use mapped and recommendations developed for land use planning. 2. Institutional capacities at Nat’l and County level to support sustainable governance of communal lands established/enhanced. 3. Policy, institutional & legal framework for sustainable governance of community lands supported and harmonised. 4. Knowledge management on community land and natural resource tenure administration enhanced.

Achievement from the Pilot Project “ Support for Responsible Land and Natural Resource Governance in Communal Lands of Kenya” • Development of the County Land Management Board manual • Development of a training guide on land, natural resources and the mandates of various directorates and processes involved • Development and publication of visibility materials • Development of the National guidelines and safeguards for Large Scale land acquisitions • Support in the establishment of the county land management Boards • Technical training on the land policy/ legal frameworks to national and county officers on all land departments, including community trainings • Digitization of land registries -
Achievement from the Pilot Project “ Support for Responsible Land and Natural Resource Governance in Communal Lands of Kenya” • Establishment and development of LIMS software platform for Turkana county • Knowledge sharing and exchange with various systems both locally and internationally – exchange visits to Uganda, modern registry in Kitale, Kenya. • Facilitation of a Community natural resources and boundary map through the participatory land delimitation process, Wayu Community in Tana River. • Support to policy formation process – Tana River County Animal Grazing control law • Support to legislation at national level on land and natural resources e.g. Community land act, National Spatial Plan, NLIMS, LUP guidelines and monitoring tools. • Continuous corporation and networking with various stakeholders ,CSO’s • Reviving of the Development partners group on land (DPGL), FAO elected as the chair

Programme Objective To improve FS through equitable and more secure access and management of land for better livelihoods and socioeconomic development as per Vision 2030 3-5 year Programme
Output 1 Land administration and management established in selected counties – Equipping of land offices (ICT, GIS, etc.) – Establish the community land registry, provide for capturing of continuum of land rights – Creation of IEC materials, radio, doc. – Participatory land delimitations – Promote partnerships & stakeholder engagement
Output 2 Participatory land use planning initiated and planning methodology established in selected counties – Literature review at all levels (policy, legislation, etc.) – Training in data capturing, storage and retrieval – Propose a LUP methodology aligned to Kenyan policy – Nat & County consultations (Ministries, CSO, communities) – Identification and mapping of tenure regimes and land uses (potential vs. actual use) – Promote inter-county agreements on NRM
Output 3 Land Policy and legal framework for improved land governance at county established and rolled out in line with the VGGT – Review and harmonization or domestication of national & county land and NRM sector policies and legislation – Support formulation of procedures and drafting of regulations for community land registration and SLM/NRM – Mainstreaming of the LSLA safeguards through county by-laws – Support development of land Information law – Support the Judiciary in development of framework for promotion of ADR.
Output 4 Knowledge management and capacity of research institutions on national land issues strengthened – Establish quantifiable baseline for programme – Stakeholder analysis and territorial diagnosis – Analytical research on land and NRM – Support curriculum on land at major University – Climate change and gender dynamics on NRM
