From November 2014 • Waterway Manager new focus on customer service and community engagement, working with the Partnership • Engineering, technical, contract brought together our to create national Asset Management and Delivery functions • National teams will provide expertise to support the Waterways

Delivery Partnership Project / Initiative Description Timescale Support bid for restoration of 1.5 mile Pocklington Canal (for restoration Year 1 programme) Validation work on the costed engineering options Rother Valley Link and Year 1 feasibility of connecting to Chesterfield Canal. Establish the local political and economic appetite for supporting the project Developing a new delivery model for canal restoration projects using Year 1 Barnsley Dearne and Dove Canal as a case study. Appoint a project officer to lead in designing the model and engaging with potential partners.

Work with Leeds University to identify a programme of potential joint Year 1 research projects linked to this list of local strategic priorities and the conclusions from the Cardiff University Outcome Measurement Framework work Promote Waterway Destinations (linked to priority target communities) to Year 1 & 2 encourage visitors to visit and to attract investment Support Freight advisory group to organise Freight seminar. Support the Year 1 Property Director and Freight Strategy Group in delivering their strategic objectives for the NE Priority Frieght Routes Support external funding for proposals for pop up school and summer Year 1 school concept at Sea Cadet site at Thwaite as pilot To develop "work readiness" through the educational and therapeutic blue Year 1, 2 & 3 and green infrastructure in employer led work placements

Provision of skills and training activities for schools, NEETs and post 25 year Year 2 & 3 olds which will deliver improvements to the waterway environment whilst providing accredited training and progression. Developing a STEMs programme around Tees Barage in 2015/16. Community Engagement initiative in Leeds (heritage canal zone as Year 1, 2 & 3 demonstration area betwenThwaites Mill to Armley Mills). Designing the intiative in 2015/16. Community Engagement / Stewardship initiatives in Dewsbury and Mirfield Year 1, 2 and 3 (Kirklees MDC) building upon the Dewsbury Renaissance Project. Develop and submit lottery bid for the extension and expansion of the Dewsbury Renaissance Project to link to the Mirfield Promenade, connecting at least 15 community groups with the aim of delivering a large scale community adoption and stewardship scheme.

  9. Develop and implement the NE Fishing & Angling Action Plan building upon Year 1, 2 & 3 the framework agreed with CRT. Working with British Canoeing to identify and implement the creation of Year 1, 2 & 3 new and improved facilities for both Dewsbury and Mirfield and Brighouse Calder Canoe Trail Loops. All the new and improved facilities to be funded through sport relating funding programmes Complete non powered facility surveys of canoe trails on the River calder, Year 1, 2 & 3 Leeds to Goole, Ripon to Naburn in conjunction with British Canoeing and utilising volunteers. Survey currently underway. Develop a NE Non Powered Boating Strategy & Action Plan to widen Year 1 participation

  10. Support promotion of coast to cost non powered cruise/race/rally. Year 1, 2 & 3 Yorkshire University Boat Race and programme of taster events of getting people on the water across the NE Hydro citizenship - 3 year funded project exploring relationship between Year 1, 2 & 3 communities and their water based environment Build and maintain positive and proactive relationships within the local Year 1, 2 & 3 political and business community including MP’s, Local and Ward Councillors and council Leaders, and parish, town and community councillors. Feasibility study and commercial viability study in exploring the possibility of Year 1 Thwaite Mills becoming a new national attraction and education hub (self- sustaining)

Feasibility study and commercial viability study in exploring the possibility of Year 1 redevelopment as Naburn operational property as local visitor attraction as well as maintaining on-site operations Audit of Trust owned assets (including buildings, land, boats or other moving Year 1, 2 & 3 assets) with low commercial potential or limited operational value located within the North East Partnership area in 2015/16. The Partnership to explore whether there is scope to use any of these assets for wider charitable objects and supporting social enterprises in the North East in 2016/17. Explore with Allied London, Leeds City Council, Arts Council, Leeds Metro Year 1 & 2 University and Tetley the concept of Leeds South Bank and jointly developing and submitting a significant arts lottery funding Develop a CRT focussed Local Nature Partnership Year 1, 2 & 3

LEAF Stewardship School proposed elements:  100 place alternative provision free school for 9 – 14 year olds  300 place studio school for 14 – 19 year olds  50 bed state boarding school for 9 – 19 year olds  Yorkshire Water led pre-apprenticeship training development  EA led water stewardship work  CRT led routine maintenance work  Corporate and 3 rd Sector involvement  Academic collaboration  International Baccalaureate  University Technical Colleges and Apprenticeship College

  15. 100 place alternative provision free school: current situation  Application sent to DfE – for decision by Spring 2015 on opening in September 2016  12 month, initial pilot programme live - with 12 DYCA students, 2 DYCA staff and 2 Canal Connections staff  Supporting Agencies - Canal Connections, Yorkshire Water, Leeds Museums, Hope Pastures Horse Sanctuary, Springwell Riding School, Imagination Gaming, East Leeds Reclamation Centre, University of Leeds STEM team, University of York Department of Education  Operating from Thwaite Mills Museum in Stourton and Limewood Industrial Estate in Seacroft  Aire & Calder Navigation - Canal Connections adopted stretch between Knostrop Lock and Skelton Grange Bridge

  16. 100 place alternative provision free school: proposed operation  New build school at Leeds Sea Cadet facility in Stourton, acting as a co-location centre for both LEAF Stewardship School and Leeds Sea Cadets and expanding awareness about the waterways environment  ‘STEAM’ curriculum delivered through Project Based Learning linked to the well-established Big Picture School movement in America, Australia, New Zealand and Holland  Focus on employability and social action that links learning to business and social needs through water and environmental stewardship projects and develops cross-generational learning models  Continuity of real, world-of-work, learning environments delivered through water and environmental stewardship projects to sustain engagement and provide both hard and soft measurable outcomes

Example On-going Activity  2 years of Summer School Programmes at Thwaite Mills to support transition from primary into secondary school: over 200 children from East Leeds involved – additional development trials and marketing opportunities for proposed Stewardship School (£100k DfE funding)  Leeds ACTS, Hydro-Citizenship, Water at Leeds, Heritage Lottery Fund, Wellcome Trust, Royal Astronomical Society, School for Social Entrepreneurs - funding links through a range of University, 3 rd Sector and corporate partnerships (£300k in actual and potential funding)  Innovation Unit, Interreg IVB, Big Picture Schools - developing funding and support networks through national and international partnerships (£1.2m capital and £1.6m revenue funding)
