Invitation to Open Dialogue Sharing the Survey Findings and Recommendations of “The Assessment of EU Crisis Response in Afghanistan” Date: Wednesday, 1 st November 2017 Time: 10:00 AM - 12:00 PM Venue: AREU Conference Hall, Shahr-e -Naw, behind MoWA and Majid Mall, Phase 1, Street 1, House #10 Distinguished Invitee , The Afghanistan Research and Evaluation Unit (AREU) is pleased to host an event for presenting the survey findings and recommendations of: “The Assessment of EU Crisis Response in Afghanistan” a survey by Dr Chona R Echavez and Mr Qayoom Suroush After the introductory speech by AREU Director, Dr Orzala Nemat, Mr Qayoom Suroush will present the survey findings and moderate the focused discussion on the review of findings. It is with great pleasure that we invite you to this event at 10:00 AM on Wednesday, 1 st November 2017 (10 Aqrab 1396) at AREU's Conference Hall. EUNPACK research project has been designed and developed to critically examine whether EU external crisis response is sensitive to the political and social context on the ground. These studies are being conducted through a consortium at seven countries including Afghanistan. AREU as a member of the consortium is conducting the project’s studies in Afghanistan and uses the EU Police Mission in Afghanistan (EUPOL) as a case study. Open Dialogue Report Sharing the Survey Findings and Recommendations of “The Assessment of EU Crisis Response in Afghanistan” Date: Wednesday, 1 st November 2017 Time: 10:00 AM - 12:00 PM Afghanistan Research and Evaluation Unit (AREU) conducted an Open Dialogue to share its survey findings on the assessment of the EU crisis response in Afghanistan. The participants of the event were representatives of Ministry of Interior (MOI), Ministry of Justice (MOJ) and representatives of communities. However, the EU delegation in Afghanistan who were invited to the event, could not make to attend the event. The Open Dialogue started with recitation of Holy Quran and then Dr Orzala Nemat, AREU’s Director, briefly introduced AREU and the EUNPACK project. Dr Orzala also explained that AREU’s research methodology is participatory which means AREU involves the respondents in the early stage of the research and brief them about its research findings. After Dr Orzala speech, Qayoom Suroush presented the survey findings and recommendations. Mr Suroush highlighted key discussion questions for the participants and asked the them to share their views on those issues and questions. During an hour open discussion, most of the participants agreed and supported the survey findings and recommendations. Moreover, the participant highlighted some key challenges and obstacles and explained why they believe the EUPOL project did not achieve its objectives. A participant noted that the main reason for EUPOL limited impact is that they had many short-term contract advisors who were just busying coming and going to the ministries. By the time they knew their Afghan partners, their contract was over. Other participants noted that illiteracy, corruption and lack of civil police culture as the main internal obstacles to Afghan police reform, including the EUPOL, projects. The Open Dialogue event was concluded by Qayoom Suroush and Dr Orzala Nemat by repeating key mentioned points and reminding the survey and participants recommendations.
