  2. WIS 33 Baraboo Virtual PIM #1 July 2020 The Wisconsin Highway 33 project is being led by Greg Brecka, who is the Project Manager for WisDOT and Brenda Schoenfeld who is the Project Supervisor. WisDOT has hired Oneida Engineering Solutions as the design consultant. Their Project Manager is Zach Freeman and their Project Engineer is Brett Peterson. Contact information is provided on the last slide of this presentation. Feel free to contact them with any comments, questions, or concerns. The Village of West Baraboo and the City of Baraboo will be replacing their domestic water supply and sanitary sewer facilities as part of this project. We will begin by explaining the project location, the purpose and need of the project, and the proposed design improvements. Second, we will present possible intersection improvement alternatives at Draper Street and at Broadway Street. Then we will present some general project information, review the project schedule, and wrap up our presentation by showing the planned detour route during construction. One of the primary purposes of this presentation is to gather input from the public regarding the proposed project.   4. WIS 33 Baraboo Virtual PIM #1 July 2020 This map provides an overview of the proposed Wisconsin Highway 33 project. The project starts at the Mulberry Street intersection, in the Village of West Baraboo and ends just east of County Highway T, also known as Taft Avenue, in the City of Baraboo.   5. WIS 33 Baraboo Virtual PIM #1 July 2020 The purpose of this project is to replace the deteriorated pavement and improve the safety and operations along this corridor. The existing pavement is deteriorated and in need of replacement. WIS 33 was last fully reconstructed in 1974 within the Village of West Baraboo, and in 1988 in the City of Baraboo. The City also did an asphalt overlay in 1994. The pavement has reached the end of its service life and it is no longer cost effective to continue with patching and asphalt overlays. Safety needs along this corridor include a higher than average number of rear‐end accidents created by left turning vehicles being hit from behind, as well as safety and operational needs at the intersections with Draper Street and Broadway Street.   6. WIS 33 Baraboo Virtual PIM #1 July 2020 In 2017 there were approximately 8,000 – 14,000 vehicles per day on this segment of WIS 33. Project design, including the number of lanes and the pavement structure, is based on the design year traffic volumes, which are projected for 20 years after the construction. For this project we are using a design year of 2045. The WisDOT traffic forecasting section has projected the design year 2045 traffic volumes to increase to 10,500 – 16,000 vehicles per day. A Corridor Preservation Study was completed in 2017 for WIS 33. The purpose of that study was to evaluate traffic volumes and crashes, and make recommendations for future roadway improvements. Based on that results, they recommended a two way left turn lane be constructed in order to minimize the high number of rear‐end crashes. They also determined that one through lane in each direction is adequate to handle the projected volumes. Wisconsin Department of Transportation 6

WIS 33 Baraboo Virtual PIM #1 July 2020 The proposed improvements for the project through the Village of West Baraboo will reconstruct the entire pavement structure, curb & gutter, and storm sewer. The new roadway remains the same width as the existing roadway. However, the lanes will be reconfigured from two 11’ lanes in each direction to a 12’ wide lane with a 3’ urban shoulder in each direction, plus a 14’ wide two‐ way‐left‐turn‐lane in the center of the roadway. Sidewalks will be replaced and street lighting will be added for the full project length. All terrace areas, between the curb and the sidewalk, will be replaced with grass and will be 4.5’ wide through most of the Village of West Baraboo. The sanitary sewer and water main under WIS 33 will also be replaced as part of the highway construction project. Wisconsin Department of Transportation 7

  8. WIS 33 Baraboo Virtual PIM #1 July 2020 Through the City of Baraboo, the proposed roadway project will also replace the entire pavement structure, curb and gutter, and storm sewer. Sidewalk will only be replaced at intersections to bring curb ramps up to current ADA standards and where required along the project length. Traffic signals and pedestrian crossing signals will also be replaced. From the west city limits to Ash Street, the new roadway will be 4’ narrower than the existing roadway. The lanes will be reconfigured from two 11’ lanes in each direction to a 12’ wide lane with a 3’ urban shoulder in each direction, plus a 14’ wide two‐way‐left‐turn‐lane in the center. From Ash Street to Lincoln Street, the new roadway will remain the same width as the existing roadway. However, the lanes will be reconfigured from two 11’ lanes in each direction to a 12’ wide lane with a 3’ urban shoulder in each direction, plus a 14’ wide TWLTL in the center. From Lincoln Street to Taft Avenue, the new roadway will be narrower than the existing roadway. The lanes will be reconfigured from two 11’ lanes in each direction to a 12’ wide lane with a 3’ urban shoulder in each direction, plus a 14’ wide TWLTL in the center. WIS 33 Baraboo Virtual PIM #1 July 2020 There are several advantages of constructing a two‐way‐left‐turn‐lane, or often referred to as a “TWLTL”, on Wisconsin Highway 33 as part of these projects. A TWLTL will help reduce the number of rear‐end collisions because it removes decelerating or stopped vehicles turning left into driveways and side roads from the through roadway traffic. A TWLTL also provides vehicles turning left out of driveways and side roads with room to accelerate up to posted speeds before entering into the through traffic lane. With those two vehicular movements removed, the through traffic will have fewer interruptions and less congestion. At signalized intersections, the TWLTL is removed, and the center lane can be used for dedicated left turn lanes. At other intersections, the TWLTL can provide the opportunity to have a raised median area that will provide a safe refuge area for pedestrians crossing the roadway.   10. WIS 33 Baraboo Virtual PIM #1 July 2020 This slide shows the proposed improvements at the Draper Street intersection with WIS 33. In the Eastbound direction the TWLTL will end west of Draper Street, to allow dedicated left turn lanes onto Draper Street and Park Street. In the Westbound direction the TWLTL will end at Park Street, to allow a dedicated right turn lane onto Draper Street. Wisconsin Department of Transportation 10

  11. WIS 33 Baraboo Virtual PIM #1 July 2020 At the Broadway Street intersection with WIS 33, we have developed three alternatives for improving vehicle operation and safety. With Alternative 1 the TWLTL is used in both directions to create dedicated turn lanes. When travelling eastbound on WIS 33, vehicles will have a dedicated right turn lane onto Broadway. For vehicles travelling westbound on WIS 33, there will be a dedicated left turn lane onto Broadway Street and onto Birch Street, which is the first intersection west of Broadway. This alternative has the fewest impacts to the abutting properties and no impacts to buildings or driveways. Wisconsin Department of Transportation 11

  12. WIS 33 Baraboo Virtual PIM #1 July 2020 This slide shows Alternative 2 for improving the Broadway Street intersection. With Alternative 2, the TWLTL is maintained in the eastbound direction and the roadway is widening to develop a dedicated right turn lane onto Broadway. The westbound direction is the same as Alternative 1 where vehicles have a dedicated left turn lane onto Broadway Street; however the TWLTL is restored after the intersection. This alternative has a wider roadway surface because the TWLTL is maintained in the eastbound direction, creating impacts to the properties on the south side of the roadway. The building in the southwest corner of the intersection would likely need to be acquired. Wisconsin Department of Transportation 12
