Few words about ADEME • ADEME = French agency for environment and energy management • Created in 1992 from 3 existing agencies (waste, air quality and energy management) • Public agency under the joint authority of : the Ministry of Ecology, Sustainable Development and Energy the Ministry for National Education, Higher Education and Research • ADEME is involved in the implementation of public policies in the areas of environment, energy and sustainable development. • Objectives : to provide expertise and advisory services to businesses, local authorities, government bodies and the public at large to enable them to establish and consolidate their environmental action
About 1 000 workers - 3 main sites ( ~ 50%) - 26 regional directions to cover all the France 2017 Budget: 590 M€ Paris 3% for Air pollution & Angers Noise abatement Valbonne
Air Quality Impact A major public health concern PM linked to life expectancy reduction of 8,2 months in France October 2013: the World health organisation recognized outdoor air pollution and PM as carcinogenic to humans PM short-term exposure Increase cardio-pulmonary morbidity and mortality PM long-term exposure Encourage asthma emergence in adults, chronic obstructive airway diseases and impaired development of lung function in children, cardiovascular diseases and lung cancers. Outdoor air pollution would cost 20-30 billion € per year (i.e. 400 à 500 €/ inhabitant - source CGDD), including 0,8 à 1,7 billion € directly supported by the health care system.
How do we act ? We need to act : • To reduce GHG and atmospheric pollutants • Quickly • To improve the global situation and crisis (peaks of pollution) But now, it’s more difficult to reduce the emissions than in the past because of : • Much more diffuse emissions (wood heating, transport, agriculture) • Lower emissions levels • Technological improvements are made ≠ behaviour of the public at large scale Need of action : At national level and at local scale On all concerned sectors
ADEME’s actions for air quality By funding projects, from research to implementation • Support innovation and research Thesis, call for R&D projects, investments for the future To better understand pollutants To understand the link between emissions and concentrations To find technical solutions to reduce or to treat emissions To improve cross-disciplinary approach • Support local authorities Feasibilities studies To implement actions • Encourage and impulse behaviour change of individuals
