  17. Backbone Treatment - Chip Sealing • Keeps the top of the pavement sealed for 3-5 years, lasts 5-8 years • Limits moisture penetration, and re-seals in the summer heat • ~1/3 the cost of asphalt concrete paving, and lasts ~½ as long = $PROFIT$

What We Do  Plan ahead with a 5-Year Capital Improvement Plan  First 3 years should be solid, last 2 should be flexible  Fund it even in bad years  Focus on your median PCI roads and higher  Let your worst roads go for now… You’ll get to them later  Use pavement management software like StreetSaver  Apply the right treatment to the right road:  Failed roads get minimal maintenance to keep them safe  Establish a sealed course on “bad -to- ok” roads  Asphalt concrete overlays on “ok -to- good” roads  Microsurfacing seals on “good” roads

What We Don’t Do ( After learning the hard way )  Don’t prioritize complaints and politics before engineering in road/treatment selections (easier said than done…)  Don’t slurry seal anything but your best roads  Don’t overlay your failing roads  Don’t limit your Operations crew from being able to do extensive maintenance work
