  2. Purpose • Provide the Park and Recreation Board an overview of the proposed Volunteers In Patrol parks and trails partnership 2 Dallas P ark & R ecreation

  3. Overview City of Dallas Parks and Trails • 397 Parks • 158 Miles of trails • 4 Dog Parks • 2 Lakes • 20,109 Acres of Parkland • 9 Park Rangers 3 Dallas P ark & R ecreation

  4. Background • Volunteers In Patrol (VIP) began in 1993 • VIP is a City of Dallas approved extension of the Crime Watch Program • The main purpose is to provide a visible presence in the neighborhoods as a deterrent to criminal activity • VIP report suspicious or illegal activities to the DPD • VIP brings together neighborhoods and the DPD • VIP members are non-confrontational 4 Dallas P ark & R ecreation

Background • The VIP Program is designed to help citizens achieve a safer neighborhood through heightened emphasis on citizens’ involvement in crime prevention • VIP members are trained to observe and report unlawful and suspicious activity • Criminal activity can only be reduced if individuals and communities resume their roles as partners with law enforcement 5 Dallas P ark & R ecreation

VIP Member Requirements • Have not had any felony convictions • Have not had any misdemeanor A or B convictions in the last five (5) years • Have not had any DWI convictions in the last ten (10) years • Agree to, and pass, a criminal history check • Complete all required training successfully • Be at least 21 years of age • Have a valid driver’s license 6 Dallas P ark & R ecreation

VIP Rules • VIP members are non-confrontational • VIP patrols are not empowered by the DPD to any degree above that of any other private citizen • VIP members are not police officers • VIP members do not make citizen’s arrests • VIP members do not carry weapons of any kind 7 Dallas P ark & R ecreation
