Vessel Assessments Vessel self-assessments were conducted on the USNS RED CLOUD to validate existing quality assurance methods, to determine the usefulness and feasibility of self assessments, and to obtain first-hand perspective of the crew. The assessment was conducted in December 2016 at anchor in Sasebo, Japan and continued throughout transit to its new location at anchor in Saipan.

PEVI Background • Key component of RITEMOV • Directed to obtain verifiable measurements of materiel readiness • Validate existing sources of readiness data, • Identification of problems • Monitor the fleet’s condition in a way that promotes action • Port Engineers to perform vessel inspections • Maintain the critical eye to promote proactive M&R • Standardized quantifiable documentation observation of the vessel’s condition Encourage collaboration between the Port Engineer and Chief Engineer N7

PEVI Port Engineer’s Vessel Inspection (PEVI) Instructions The PEVI is unique to the vessel class. • The checklist is comprised of compartment, bilge, and weatherdeck • The three assessment worksheets automatically compute the scores Assessments should not be restricted to those systems on the checklist • The Comments fields for each line of the checklist should be used • Document any discrepancies observed aboard the vessel, • Include suspected causal factors, root causes and proposed solutions N7

PEVI Port Engineer’s Vessel Inspection (PEVI) Scope The PEVI should include: At a minimum, this assessment should include: Bilges Gages (including calibration) Missing/Oil Soaked Flange Shields Cleanliness Condition Hand Wheels Obstructions to Safety Devices (missing/deformed) Deck Plating/Walkways Instrumentation Oil/Fuel/Water Leaks Electrical Insulation/Exposed Insulation Condition Preservation Condition Wiring Electrical Penetrations/ MCT Label Plates/Placards Pump Cavities full of Water/Oil/Corrosion Fire Stations Lighting/Emergency Lighting Safety Discrepancies Foundations Manhole Covers Ventilation N7

VSA Requirement Criteria A VSA is NOT required during the same calendar year as SMART An VSA is NOT required during the same calendar year as an E-OCI, provided none of the following conditions were identified: (a)One or more undocumented Major finding(s) (b)Five or more undocumented potential violations (CG-835) (c)Five or more undocumented potential violations required to be corrected prior to operating the vessel ( “NO SAIL” CG-835) (d)Ten or more undocumented conditions requiring a CASREPs (e)The Enhanced OCI was unable to be completed N7
