  2. THE OCEAN IS CRUCIAL FOR LIFE AND ECONOMIES

  3. Blue Economy Seeks to promote:  Economic growth.  Responsible production and consumption.  Social inclusion.  Improvement of livelihoods.  Environmental sustainability of the ocean. Linking global processes: Oceans are central to the • delivery of the 2030 Agenda for S.D. SDG 14 recognizes sustainable • ocean-based economies.

  4. Gender progress within ocean affairs  Gender issues have been over-looked in ocean sectors and activities.  Women underrepresented in bodies established by UNCLOS:  In ITLOS only 3 (from 21) members are women.  No woman has been Secretary General or Deputy Secretary General of ISA.  Lack of statistics on ocean-related employment of women.  Need to recognize the value of women’s labour. *Gabriele Goettsche-Wanli.   6. How to envision an inclusive Blue Economy? A. APPROACH BLUE ECONOMY IN A GENDER- TRANSFORMATIVE WAY  Gender equality and women empowerment is an enabler and accelerator for all SDGs: ✓ Women are significant agents of change to drive sustainable development.  Supportive policies: Long term commitmment to bring change!  Increase and reinforce women’s networks (positioning and organizing groups).

  7. How to envision an inclusive Blue Economy? A. APPROACH BLUE ECONOMY IN A GENDER- TRANSFORMATIVE WAY  Ensure women access to resources, education, technical assistance, employment and decision-making processes.  Strengthen effective capacity building opportunities for women, including investment and financing for gender equality: ✓ Significantly increase investments, partnerships and track public allocations for gender equality. *Gabriele Goettsche-Wanli. EFFECTIVE CAPACITY BUILDING IN OCEAN SECTORS  Education and training: ✓ UN-Nippon Foundation: Capacity building and training on ocean affairs. ✓ WMU: Postgraduate maritime university that develops and enhances capacities through education and research.  Strengthen cooperation and synergies among multiple ocean related sectors and stakeholders (e.g. joint research cooperation programmes).

  9. How to envision an inclusive Blue Economy? B. EFFECTIVE CAPACITY BUILDING IN OCEAN SECTORS  Scientific and technical assistance, marine scientific research.  Data and specialized knowledge.  Develop and strengthen human and institutional capacities  Long term.  Consider IOC Criteria and Guidelines on Transfer of Marine Technology.

  10. BLUE ECONOMY SEEKS TO IMPROVE HUMAN WELL-BEING AND SOCIAL EQUITY WHILE ADDRESSING CURRENT ECONOMIC AND ENVIRONMENTAL CHALLENGES... THEREFORE, INCLUSIVENESS SHALL GUIDE THE WAY FORWARD
