  4. 4 Technical Meeting | Council Decisions • Leverage innovative data sources • Intersection-only concurrency policy • TMP will establish levels of service for walking, biking, and transit, and ensure improvements are eligible for impact fees

  9. 9 Concurrency | Next Steps • Options on how to structure an intersection-based concurrency policy: 1. Intersection-wide delay for AM and PM peak hours 2. Worst-approach delay for AM and PM peak hours (with some refinements to ensure low volume approaches do not determine the need for investment) • Report back on how each option achieves the City’s goals in January

  10. 10 Concurrency | Develop AM Model AM travel demand model would be developed to: ─ Forecast volumes in AM under base year of 2016 ─ Forecast volumes in AM in near-term conditions with approved pipeline growth ─ Forecast volumes in the AM for the planning horizon year of 2035

  11. 11 Concurrency | Develop AM Model • Cost is $50,000 – $100,000 • Benefits: ─ Evaluate impacts of morning school traffic ─ Consistent and defensible way to evaluate developments’ impact on the system in AM peak hour • Incorporate into revised draft concurrency policy by the end of the Q1 2018 • Model would be used in the TMP planning process
