Financial Implications • 311 estimates needing 3 FTE to do this work. They also need $4,942 in additional funding/FTE for training, supplies, licensing fees etc. • Important factor: there is a hiring freeze right now. This would need to go through the hiring freeze review process. • If 311 budget is cut as a result of the 2021 budget cuts, then it would result in reduction in service levels/hours • Timeline: 311 could hire by November, train staff through February, and implement first half of 2021 • Given the uncertainty around the hiring freeze and budget process for 2021, departments will be hesitant to move this forward without confidence in continued funding. Under this circumstance, hiring could start in January with mid-year implementation.

Operational/functional considerations • Report reviews: • Who will review reports? • What does follow up, data collection etc look like? • How to manage or handle more serious crimes that are reported via the form or 311 (improvement or changes to current system)? • Ensure adequate training to be clear and comprehensive in the event that the reports lead to criminal prosecution. • Would need to ensure we can provide assistance for filling out the forms online. • What does changing from 24/7 reporting to either online or during 311 open hours look like? • What if evidence needs to be collected? • Are there any technical or process changes and requirements for 911 and 311?
