Task 4: PM3 Web-Based Tool Primary goal: Provide agencies with assistance with regulatory compliance, to comply with MAP-21 PM3 HPMS reporting and target setting Secondary goal: Provide options to help agencies improve performance-based planning and operations, to include new ways to integrate the PM3 metrics (for reliability and excessive delay) into existing planning and programming procedures. Task 4: PM3 Web-Based Tool Deep-Dive NPMRDS Analytics Advanced NPMRDS Analytics that provide agencies the ability to conduct deep-dive analytics into their systems performance. These tools enable after action incident reviews, system performance reporting, problem identification, project prioritization, before and after studies, work zone management, rapid response to public and legislative inquiries, press releases preparation, and more. Example tools include: • Congestion Scans • Animated Trend Maps • Performance Summary Statistical Reports • Interactive Performance Charts and Graphs • User Delay Cost Calculations • NEW – PM3 planning tools (coming soon) PM3 METRICS FOR PLANNING Coming Calculate LOTTR, TTTRI and PHED for Soon custom time periods and segment sets
Task 4: PM3 Web-Based Tool Ne New PM3 An Analys ysis Op Option ons being Added to o Deep Dive Deep-dive Analytics users have been brainstorming new features/functionality including: • Mixing peak periods by UZA (3-7 vs. 4-8 p.m.) • Sub-UZA and sub-MPA selection by state • Built-in Sensitivity Analysis (what moves the needle most?) • Non-standard reports (custom time periods or segment sets) • LOTTR and PHED calculations for non-NHS segments • Other reporting/visualization tools to apply PM3 metrics to performance-based planning & programming PM3 METRICS FOR PLANNING Coming Calculate LOTTR, TTTRI and PHED for Soon custom time periods and segment sets 12
Task 4: PM3 Web-Based Tool NP NPMRD RDS Dataset Expansion on Option ons in AASHTO PFS 1. NPMRDS Data Backfill Option • Processing and coverage differences between NPMRDS v1 and NPMRDS v2 (INRIX/UMD supplied) make target-setting difficult Arkansas NPMRDS vs. Full TMC Coverage • Adds to the basic MAP-21 PM3 computation and visualization tools • Extends NPMRDS dataset in same formats/road segments back to January 1, 2016 • Means 36+ months of consistent data available for us in target-setting of LOTTR, TTTR and (where applicable) PHED 2. NPMRDS Data Expansion Option • Option to add to the full NPMRDS Analytics tools option • Includes data backfill option • Expands dataset to all TMCs in the US, from January 2016 forward • Enables statewide/region-wide analysis using NPMRDS-formatted data archive
Task 4: PM3 Web-Based Tool PF PFS S Task 4 Participants • 25 DOTs are now participating : • 22 buying base MAP-21 tools • 10 buying 2016 backfill • 5 buying “Deep Dive” analytical tools. • 2 MPO’s are contracting now (Indianapolis & New Hampshire group of MPOs) • Several other states are still considering purchase • 9 additional states are also using the tools (but not through the PFS) • Summary: 34 of 52 states/territories are using these tools TPM Pooled Fund Quarterly Meeting Q12019
