Congested Transport Systems Levels of congestion on the network have a massive effect on the productivity of logistics. The Productivity Plan warns that “by 2040 the equivalent of more than 100 million working days could be lost to traffic congestion unless action is taken.” This underlines the case for pressing ahead with the road investment plans that have already been made and for future planning in the shape of the second Road Investment Strategy.
