  1. To the Boise City Council From the Veterans Park Neighborhood Project : 4203 West State Street 12/11/18 We commend the developer and the City of Boise for offering services to our homeless veterans. They have offered a proposal that will aid our veterans while maintaining their dignity and respect. While we agree with the intent, we are appealing based on several key issues.

  2. Introduction: Who we are 1. Future of city development 2. Safety 3. Adverse affects to the neighborhood 4. Privacy and lack of neighborhood involvement 5. Parking 6. Location 7. Alternative locations 8.

  3. Planning Area Policies: North East End The areas of Veteran’s Memorial Parkway and Willow Park Subdivisions are included in some of the oldest/historical neighborhoods of Boise. “The North/East End Planning Area (“North/East End”) is one of the oldest portions of Boise City and contains six historic districts. These districts protect the North/East End’s historic homes, Hyde Park (a popular neighborhood commercial district), and an area of diverse residential homes. These traditional neighborhoods are some of the most desirable in the city.” Remember the cities goals:

  8. The Corridor for Jobs not Homes

  9. Corridor as the Transit Vein of City Geary Bus Rapid Transit system

  10. Changing the Purpose of the Corridor The proposed building towers over existing Open Space unobstructed view structures and could be in violations of privacy right to neighbors

  11. Safety • High density residential buildings on state street increase the risk of fatalities on the State Street Corridor.

  12. Privacy and the Effect on the Neighborhood

  13. Little to no Involvement of the Neighborhood Commissioner Stevens: “And then finally I just want to point out that in our staff report, with regard to the notices, it shows that a neighborhood meeting was held on September 19th and that radius notices were mailed out to everyone within a 300-foot radius, which is our code and what’s required, in October.”

  14. Construction on State Street Commissioner Stevens: “And so I just wanted to point that out, October 19th. the staff posted notice on the site on October 17th. Which means that there was a sign on a post on the site on October 17th and that there was newspaper notification published on October 20th.” Because the notice was posted during construction, it couldn’t be safely seen by commuters or pedestrians in the area. State Street reconstruction part of new, transit-friendly approach Idaho Press, October 15 th (picture on October 10 th )

  15. Parking and Setbacks Proposed setbacks: 18’ off State Street, 5’ off Fargo Street Requirements are:

  16. Parking and Setbacks The proposed parking accounts for only 42% of the total parking required on a national level (68% reduction)

  23. Conclusion To the City of Boise, our subdivision is one of the oldest and most diverse areas in Idaho. We respectfully request your consideration in stopping this project due to the presented findings. This location puts homeless veterans in a high-risk area, which will hinder their ability to overcome any form of abuse. In addition, we fear for the lives of the veterans living so close to the transit corridor. The involvement of the surrounding community to support these individuals will play a pivotal role in the success rate. We as a subdivision feel inadequately informed by the process that has taken place. There have been numerous “mistakes” in the proposal followed by inaccurate or outdated data in the proposal. This project also violates our rights in both privacy and adverse affect to surrounding property. Finally, this project does not fit within the city master plan but rather the proposal denies to adhere to the current master plan and must request new rules for their building. With respect we hope that you will deny this rezoning and demand a new safer location for our homeless veterans.
