Goals D evelop or enhance promising practices, models, and programs, or apply them in innovative ways, to build the capacity of victim service providers to: • increase the availability of evidence-based and trauma- informed mental health and substance abuse services for victims of human trafficking; and, • address barriers in identifying and assisting labor trafficking victims.
Eligibility States, units of local government, federally recognized Indian tribal governments, nonprofits, and nongovernmental organizations (including tribal).
Purpose Areas Purpose Area (PA)1: Evidence-Based, Trauma-Informed Services for Victims of Human Trafficking. Purpose Area (PA) 2: Address Barriers to Identify and Assist Labor Trafficking Victims.
PA1: Evidence-Based, Trauma-Informed Services for Victims of Human Trafficking Objectives: • Improve the quality & quantity of evidence-based and trauma-informed services for HT victims. • Provide TA to increase the capacity of mental health service providers to develop evidence-based trauma interventions and other trauma-informed services. • Provide direct services for all human trafficking victims.
PA1: Evidence-Based, Trauma-Informed Services for Victims of Human Trafficking • Identify promising practices and the delivery of evidence- based, trauma-informed clinical, mental health, and substance abuse services within a system of care, as clinically necessary, for victims of human trafficking. • Implement interventions deemed promising or effective. • Fund new/existing mental health and substance abuse services for trafficking victims. • Provide ongoing clinical supervision and guidance to staff on how to use evidence-based trauma interventions with adult, adolescent, and child victims of human trafficking.
PA1: Structure • New programs : use up to 12 months for organizational assessment, planning, and staff training. The remaining period, program implementation. • Existing programs : address identified challenges or gaps through enhancements to the trauma-informed approach.
PA 2: Address Barriers to Identify and Assist Labor Trafficking Victims Objectives: • Support community capacity to identify and assist victims of labor trafficking, across all disciplines, through a victim- centered and collaborative approach. • Address individual needs of labor trafficking victims through the provision of a comprehensive array of services. • Provide direct services for labor trafficking victims, addressing barriers that inhibit the identification and reporting of labor trafficking.
PA 2: Project Goals • Develop innovative projects aimed at increasing identification of labor trafficking victims and enhance service delivery. • Focus on creating/strengthening partnerships to increase victim identification and/or offer direct services.

Budget Information • Three awards under each purpose area, of up to $600K each • 3-year project period • Cost sharing/Match: 25% of total costs required • Start date: October 1, 2018
Budget – Special Considerations • Administrative Costs: <10% of total direct costs • Data collection and action research: 2-7% of total project costs, including match. • Training and public awareness: 2-5% of total project costs, including match.
