Key Developments in HCSEP in Ontario INTERVENTION-BASED THE INTERVENTION-BASED APPROACH WAS FIRST USED IN ONTARIO REGION AS A FORMULA-BASED METHOD THAT DOES NOT REQUIRE FORMAL ASSESSMENTS BEFORE INTERVENTION STRATEGIES ARE INTRODUCED. THIS FUNDING MUST BE SPENT EXCLUSIVELY ON SPECIAL NEEDS SUPPORTS, AND ANY UNSPENT FUNDING MAY BE USED IN THE FUTURE ONLY FOR SPECIAL EDUCATION. THERE IS SOME FLEXIBILITY ON HOW THE FUNDS CAN BE SPENT, AND FUNDING CAN BE ROLLED OVER TO THE FOLLOWING FISCAL YEAR AS LONG AS IT IS SPECIAL-EDUCATION RELATED.
What is HCSEP ? HCSEP covers High Cost Special Education needs services for students whose needs cannot be met through regular elementary or secondary program funding. These needs range from moderate to profound. Special needs characteristics associated with high-cost special education may include students who: Are physically dependent Have a hearing impairment Are deaf and/or visually impaired/blind Have moderate to severe behavioral disorders Are on the autistic spectrum Have communication disorders Have moderate to severe learning disabilities
The HCSEP program divides allowable expenses into 2 categories : Direct and Indirect Services Eligible expenditures for Direct Services (min 75% of total allocation) : Salaries/benefits for: • special education teacher • individual teacher aide/paraprofessional workers Costs associated with: • the acquisition of professional assessments • educational psychological services • counselling/social work services
Eligible expenditures for direct services continued Costs associated with: • Elder/mentoring/cultural services • speech/language services • occupational therapy services • physical therapy services • instructional/resource materials • assistive technologies/equipment purchases
Indirect Services: Up to 25% of the HCSEP allocation may be spent on school activities and services that will improve special education programs for students with high- cost special education needs. Costs associated with: • providing information services • contracting and providing professional support services • contracting and providing professional assessment services • professional development for professional accreditations • administrative support — not to exceed 10% of allocation • accommodating student learning needs and may include changes in the method of instruction, the curriculum, and the environment • transportation to a maximum of $5,000 per student
What is the HCSEP Needs-Based Process? The needs-based process is an application-based process meant to better support those delivering HCSEP by allowing communities to identify and fund targeted special-education needs. The needs-based process occurs after 75% has been allocated through the existing funding formula. The remaining 25% is distributed through the needs-based process. Application due dates for 2018/19 Needs Based Applications are June 1, 2018 and October 19, 2018. The Ontario First Nations Special Education Working Group (OFNSEWG) acts as a subcommittee to the First Nations Education Coordination Unit (FNECU). It is a joint technical and advisory body mandated by the FNECU to provide recommendations on issues and specific strategies for political review and/or approval for action
