Summit County Joint National Pollution Discharge Storm Water Permit Elimination System (NPDES) Program Phase II - Summit County, Ohio • Two General Permits to satisfy Summit County PIPE Group –Ohio MS4 –MS4s in a rapidly developing (Yellow Creek) Watershed (3 townships, one village) Summit County Joint Storm PIPE Formation Water Permit • 2000-2002 Informational Meetings • 26 Co-Permittees including: – County Engineer (County-wide Storm – Summit County Water Management) – Metro Parks serving Summit County (were – Summit SWCD not required but joined voluntarily) – 24 communities out of 31 total – Summit County General Health communities District (New On-site Sewage – Summit County General Health District Disposal Regulations) also participates Joint Stormwater Permit Recent Converts • Public Education • Five communities joined the PIPE group • Public Involvement after the first year after trying to work • Illicit Discharge independently with the education • Construction Site Plan portion of Phase II Review, Inspection and Enforcement • Post Construction Water Quality • Good Housekeeping 1
