The Latham Report Overview Formed in 1994 by the Construction Industry Council, titled ‘Constructing the Team’ Industry described as ‘ fragmented’ , ‘ineffective’ , ‘incapable of delivering for its customers’ , and ‘lacking respect for its employees’ The requirement to address safety, client satisfaction, productivity and profitability established Considerate Constructors Scheme set up in 1997 by the construction industry to improve its image Improving the image of construction - 2017 | 5
What is the Scheme? Why? The construction industry has a huge impact on all our lives. The Scheme strives to identify and promote best practice and improve the image of the industry. What? Sites, companies and suppliers register with the Scheme and commit to adhere to a Code of Considerate Practice - Care about Appearance, Respect the Community, Protect the Environment, Secure everyone’s Safety and Value their Workforce – which is verified through site monitoring. Scheme materials are displayed to demonstrate commitment to considerate construction and to provide the public with an effective complaints/comments system Improving the image of construction - 2017 | 6
What is the Scheme? Where? All construction sites, companies and suppliers operating within the UK and Republic of Ireland can register. Who? The Scheme is open to construction sites, companies and suppliers of all types and size and for every type of construction activity, with many companies and clients automatically registering all their work as company policy. When? Sites should be registered prior to any construction activity, including any demolition work. Companies and suppliers can register at any time. Improving the image of construction - 2017 | 7

Ultra Site An Ultra Site commits to register its site, companies and entire supply chain with the Scheme. Benefits: greater collaboration with the whole supply chain; sharing best practice ; regular and consistent communication ; better training, support and facilities for the workforce. Each registered company and supplier will be monitored individually so they can improve upon their own specific areas, which in turn, will collectively improve the whole site. The scoring process Scoring explained Non compliance 1 Gross failure Compliance with the Scheme’s Code of Considerate Practice indicates that a site, 2 Failure company or supplier is achieving a standard 3 Major non compliance beyond statutory requirements. 4 Minor non compliance In each of the five sections of the Code it is 5 Compliance possible to score 1-10, 5 indicates Compliance and beyond 6 Good compliance . 7 Very Good Sites, companies and suppliers are not only 8 Excellent assessed for compliance, but also any measures being taken which are above and 9 Exceptional beyond these requirements. 10 Innovative Improving the image of construction - 2017 | 28
Site Certification Sites receive a Certificate of Compliance if they score 5 or above in each of the five sections of the Checklist. Sites which score 7 or above in each of the five sections of the Checklist will receive a Certificate of Performance Beyond Compliance, which is intended to provide an additional level of reward to sites whose performance is in excess of compliance.
