Ambitious Expansion • John Swinney – a commitment to up to 5,000 young people starting Foundation Apprenticeships by the end of 2019 • Expansion ambition – SDS seeking to commission circa 6,500 starts within the 19-21 FA delivery programme to achieve DFM commitment of 5000 • Procurement process for 2019 - 21 delivery – fundamentally designed to support expansion in line with regional demand
Phase 2 Procurement Process • Procurement – open for submissions to lead bidders from: • Colleges • Training providers • Local authorities • Building on experience & lessons learned: • Expanding use of regional consortia through regional partnerships • Commencing and concluding commissioning early to maximise the pupil recruitment window in advance of option choices. • Procurement Documents – structured differently from previous years
Key Considerations • Strategic partnerships which enable FA expansion • FA delivery partnerships/consortia • Employer engagement – questions on this have a minimum scoring threshold • Learner experience including recruitment and learner journey • Advancing equalities • Target group – senior phase pupils – which local authorities and schools you are engaging with • Recruitment • Contract milestone requirements • Response documents – questions have specific criteria for evaluation purposes
