  4. 7/31/2019 JTF UPDATE ➢ GIS Job Study Update ➢ NG911 Gap Analysis Update • On-going Educational Sessions, standards ➢ New Business Topics • Topics assigned to Task Force for further development: o Data (Civic Boundary workgroup) – single authoritative source for municipal boundaries; participation in Statewide BAS (recommendation) o Data (LiDAR workgroup) – regular updates o Governance (Geodetic workgroup) – new datum legislation change o Governance (Legislative workgroup) – GeoBoard renewal legislation, changes for Executive Director/GIO o Service Delivery – data portals, long term sustainability, what works/doesn’t work ➢ Data Sharing Agreement status ➢ Data Architecture discussion 4

DATA PROGRAM TASK FORCE ➢ Data Sharing Agreement • Packets were mailed mid-July • Prior to the mailing, 6 counties had signed • 22 additional counties have signed since • 42% of total • Continue to push to 100% for end of year ➢ NW GIS Conference in October ➢ CCAP ran article on data sharing in the Pennsylvania County News publication 6

  9. SERVICE DELIVERY TASK FORCE Discussion Items: 1. We are encouraging all counties to share data by December 31 st , ➢ 2019! 2. Individually engage counties who have already signed data sharing ➢ agreements. As of 8/20/19, all counties who signed data sharing agreements were personally invited to share data. • Here are some simple steps to data sharing: o When you are ready to share, just email PASDA at pasda@psu.edu or call PASDA at 814-863-0104. o They will discuss with you what data you want to share and how often. You can update data as often as you want. They may also set up reminders so those who are sharing data remember to share on a regular basis. o Once PASDA receives data, they will create metadata for it and a record on PASDA. You can review and approve your record before your data goes live.

  10. SERVICE DELIVERY TASK FORCE Discussion Items: ➢ 3. Open communication with PA Open Data Portal • PASDA is a featured content provider – description of PASDA and a link to the site • Archiving initiative for state data - involves university libraries (including Temple, Drexel and UPenn) • Collaboration between OpenDataPA, Service Delivery Task Force and PASDA – how can we do this efficiently? o Community engagement – eliminate duplication of effort o Eliminate too much portal hopping – reduce the number of clicks o Portal to portal links between OpenDataPA and PASDA o Portal to portal links between PASDA and data.gov for GIS data 4. Begin displaying high-level statistics on data that is shared ➢ • Ex. # of parcels

GOVERNANCE TASK FORCE ➢ Gov TF Membership Updates • Chair: Kevin Eaton | PA DEP • Vice Chair: Scott Zubek | Tioga County • Membership is Open, Join the Gov TF! ➢ Subcommittee / Workgroup Updates • Legislative Review Subcommittee continues to work on HB1106 (more on next slide) • Geodetic Workgroup Formed, led by Jeff Jalbrzikowski (National Geodetic Survey) 11

  12. GOVERNANCE TASK FORCE ➢ HB1106 • RECAP: Had finalized language at the last GeoBoard Meeting. LRS was prepared for final review and recommendation to Board for an official Board opinion. • NOW: Two parties, in their final review, were unable to accept the language as proposed in the finalized version. Requires LRS, PSLS, and these parties to discuss and ensure a mutually beneficial language is decided upon. 12
