DoD Voluntary Education In Fiscal Year 2013: Over 525,000 Service Members participated in DoD Voluntary Education programs at 195 education sites worldwide. Over 278,000 Service members enrolled in postsecondary courses earning nearly 54,000 college degrees and more than 1,900 certifications and licenses. wcet.wiche.edu 9
DoD TA Student Profile Are employed full-time; part-time student. Take an average of 3 courses per year. Majority complete their education after leaving the military. Take ~7 years to earn an Associates Degree. wcet.wiche.edu
DoD TA Student Profile Attend multiple institutions; often not graduating from the educational institution where they took their first course. Blend how they attend between traditional classroom and distance learning (79% take some online courses). Do not immediately seek employment upon earning degree. DoDI 1322.25: New Provisions All educational institutions providing education programs through the DoD TA program: Will provide meaningful information to students about the financial cost and attendance at an institution so military students can make informed decisions on where to attend school. Will not use unfair, deceptive, and abusive recruiting practices. Will provide academic and student support services to service members and their families. wcet.wiche.edu
DoDI 1322.25: New Provisions Implementation of rules to strengthen existing procedures for access to DoD installations by educational institutions. Implementation of the DoD Postsecondary Education Complaint System for service members, spouses, and adult family members to register student complaints. wcet.wiche.edu
State Authorization: DoD Concern Military members engaged in off-duty education may be re-assigned to states where their school may not have authorization to provide educational services. Some schools may not obtain authorization for the few military members enrolled, requiring the military student to delay completion or start again with another authorized school. wcet.wiche.edu
State Authorization: Policy Department of Education (ED) policy (34 CFR 600.9) specifies that states are responsible for the education delivered to students residing within their borders, regardless of where the education originates. wcet.wiche.edu
State Authorization: Policy DoD policy requires compliance with state requirements and laws to include those related to distance education for TA eligibility. For purposes of the DoD MOU: Participating institutions must comply with 34 CFR 600.9 (a) and (b). DoD recognizes any additional rules ED provides for delayed implementation (currently July 1, 2015). wcet.wiche.edu
State Authorization: DoD Support The National Council for State Authorization Reciprocity Agreements (NC- SARA) has established agreements among states where students reside (host states) and states where institutions are principally located (home states) to facilitate efficient oversight of educational services. wcet.wiche.edu
State Authorization: DoD Support DoD support for NC-SARA agreements: Require schools participating in TA program to sign MOU specifying adherence to standards compatible with the expectations of the agreements. Establish a complaint system for the Federal Departments of Defense, Education, and Veterans Affairs to answer applicable questions, along with the home state of the institution. wcet.wiche.edu
State Authorization: State Support The National Council for State Authorization Reciprocity Agreements (NC-SARA) has included a provision in their agreements to accommodate the transient nature of military service. States can set the stage for reciprocity by passing legislation supporting these agreements. Twenty-five states either do not require enabling legislation or have passed bills to establish legal authority to join NC-SARA. wcet.wiche.edu
Centralized Complaint System January 2014 launch of DoD Postsecondary Education Complaint System. An interagency effort to: Empower students and their families. Provide information to inform educational choices. Hold educational institutions to the highest standards. Provide for higher level oversight. Allow case referral for potential law enforcement efforts. DoD will work with the educational institution and student to reach resolution satisfying both parties, where possible. wcet.wiche.edu

Background Information Embry-Riddle is a private, non-profit university specializing in aviation and aerospace. We operate physical campus locations in 35 states and on more than 90 U.S. military installations within the United States, Europe and the Middle East. We currently offer 26 online programs to residents of all states and territories. wcet.wiche.edu
State Authorizations: Institutional Challenges and Recommendations Exempt in numerous states if all educational activities including marketing are conducted only on the military installation. Recent loss of exemption in some states, even if operating on a military installation. Authorization required in some states if non- DoD affiliated civilians are also permitted on the installation to take courses. This is determined by the installation MoU requirements. wcet.wiche.edu
