2020-21 State Budget $826 million increase in state school aid – $504 million Foundation Aid increase – $72 million to fully fund expense-driven aids Remove existing Foundation Aid formula, change formula to include: – Consolidation of 11 aid categories into Foundation aid (BOCES, High Tax Aid, Textbook, Hardware/Software and others) Cap increases in Transportation Aid at the lesser of inflation or inflation + enrollment growth Establish a new tier for Building Aid reimbursement for projects approved beginning in the 2020-21 year
2020-21 State Budget Governor wants to eliminate expense-based aids (BOCES, special education, & eventually transportation), and roll everything into a new foundation aid formula The elimination of expense-based aids and changing the funding formula for building aid are extremely negative elements to Starpoint If enacted, it would be virtually impossible to fund the school district going forward without exceeding the tax cap Essentially gives the District about a .25% increase
Additional Budget Items Director of Human Resources Replace Payroll Clerk Replacing 4 teachers who retired Replacing Middle School Teaching Assistant Does not include: – 5 th Grade teacher – Afterschool Security – Lacrosse – Middle School exam buses
2020-21 Budget Where does that mean for Starpoint? – Budget decrease of 3.84% Due to Debt Service – Levy increase of 3.19% – Tax Rate decrease of 1.90% – Average Tax decrease for the last 19 years of 0.349% – At the CAP

Coronavirus Impact Original State Budget took into account a possible $6 Billion deficit District was hoping for additional State Aid When crisis started, Governor talked about a $7 Billon deficit New estimate is now $15 billion According to Governor, stimulus money will not help school district avoid drastic cuts in state aid
